Higher Education Recruitment Consortium (HERC) Another major initiative of the POP program is the establishment of the Southern California Higher Education Recruitment Consortium, also known as HERC. HERC was started in Northern California by the Partner Opportunity Coordinator at UCSC. The UCSD POP program will be administering the Southern California HERC.
