Promotional Presentation for Executives and Managers The National Guide – Design and Handling of Surgical Instrument Transport Cases Promotional Presentation for Executives and Managers This Promotional Presentation was developed by the CSSD Education Group of the National Working Party 2 part package – this presentation and the training package of CSSD which includes the PPT presentation for “Safe Handling and Management of Surgical Loan Kits” To be disseminated to Public & Private Hospitals by State Departments of Health To be presented to Hospital Executives and General Managers

Purpose – Prevent or minimise Musculoskeletal Disorders (MSD) associated with Hazardous Manual Tasks The issue was highlighted more than 20 years ago HWSA “Safe Steps – Manual Handling Slips and Trips in Hospitals” Campaign 2008 identified manual handling issues in the handling of surgical loan sets across three industry sectors National Working Party formed in 2009 with WorkCover NSW as convenor – agreed design of transport case and developed the National Guide This project has highlighted the issues that have been ongoing for over 20 years nationally HWSA identified Hospitals with this issue but project identified issue across three industry sectors – hospitals, suppliers, couriers The design of tubs were not included in the Guide as some SLS are outside dimensions Some States have done work over the past 8 years

Legislation Work Health and Safety legislation – now in force in NSW from 1 January 2012 Work Health and Safety Act 2011 Work Health and Safety Regulation 2011 Safe Work Australia Code of Practice – Hazardous Manual Tasks Note not all States have enacted the WHS legislation in 2012 Other States will enact the WHS legislation in 2013 Safe Work Australia website : www.safeworkaustralia.gov.au Amend this slide to reflect your State or Territory’s safety legislation

Duties under Work Health and Safety legislation Work Health and Safety Act 2011 Section 19 – Primary duty of care of person conducting a business or undertaking (PCBU) Section 27 – Duties of officers Section 28 – Duties of workers Section 46 – Duty to consult with other duty holders Sections 47 to 49 – Duty to consult workers Work Health and Regulation 2011 Clauses 34 – 38 – General risk and workplace management Clause 60 – Person conducting a business or undertaking must manage risks associated with a hazardous manual task Amend this slide to reflect your State or Territory’s current safety legislation Section 19 (1), (2), (3)(a) to (g): so far as is reasonably practicable, provide and maintain safe work environment, plant, systems of work, information, training, instruction and supervision Section 27 – An officer of the PCBU must exercise due diligence to ensure that the PCBU complies with their duties under WHS legislation Section 46 – Primary PCBU must consult with other duty holders for the same matter (if more than one PCBU) e.g. Hospital and Supplier must consult with others, such as couriers Section 47 – PCBU must consult with workers who carry out work and are directly affected by the health and safety matter Sections 48, 49 – Nature of consultation and when consultation is required Clauses 34 to 38 – Risk management principles – identify, eliminate or control hazards Clause 60 – PCBU must manage risks relating to Musculoskeletal Disorder associated with a hazardous manual task

SLS Working Party - ACHIEVEMENTS New transport case and system The National Guide CSSD Education Group of Working Party Generic footprint of CSSD requirements for space and equipment Promotional package Training package based on new processes in the Guide Includes competency-based assessments, checklists, E-learning, CD/DVD The CSSD Education Group of Working Party met over two days to develop the: Promotional PPT on the training package for CSSD on the new processes to come Competency-based assessments, checklists

Video & photos “Before” – using old road case “After” – using new transport case “Before” system highlighted fact that not one current lifter observed to lift/fit current road cases; fixed lifters used as storage or not used at all “After” system highlighted fact that new system designed using appropriate mechanical lifter – either mobile or fixed; no actual manual lifting required QUESTIONS TO ASK: Do you know the current process in your facility? What are the hazards & how are they controlled? How do you control the hazards in your facility?

Research Research included Inspections, taking Photographs, Risk Assessments and Discomfort Surveys Analysis of results led to hazards involved when using old road cases poor postures, awkward movements, repetitions, twisting and turning required when using old road cases discussion that identified need for new transport case WorkCover Team undertook field visits at Hospitals and Suppliers; met with Couriers as part of the research activity

Environment Space considerations for: Loan kit area Ramps Delivery & despatch Packing & unpacking Holding areas Loan kit area Ramps The loan kit area should be configured to eliminate or minimise the risks associated with manual tasks, including: • a designated area with adequate floor space for the systematic packing and unpacking of kits, including the manoeuvring of lifters and associated mobile equipment • designated holding and storage areas with adequate floor space • adequate access and egress with level non-slip floor surfaces • a work area that optimises work flow and minimises lifting and double handling • mechanical lifters and height adjustable work benches with fitted rollers • mobile equipment to assist with equipment handling and movement Further information for hospitals on recommended floor areas can be found in the Australasian Health Facility Guidelines, Revision V 4.0 (16 December 2010). Transport case Generic 2 sizes End opening Slip sheets Wheeled platform (dolly) Stackable feature aimed at maximum height of two cases; able to place 1 x tub on top Height to maximum of 1350 mm and weight of 80 kg Employers should be mindful of those SLS trays that are outside design specifications within this Guide In this instance, carry out manual handling risk assessment Use safe/correct manual handling processes

Training package Funding provided by Federal Sterilising Research Advisory Council of Australia Training developed by National CSSD Sub Group To be customised for each State and Territory The training program for CSSD – “Safe Handling and Management of Surgical Loan Kits” is a generic training program that can be customised for each State and Territory
