Council of Europe Eastern Partnership Facility 2 nd Steering Committee meeting 6 June 2012 Brussels CoE Facility

Objective The purpose of this meeting will be to provide you with the updated information on the projects and activities implemented by the Council of Europe within the CoE Facility for the period of October 2011 to April 2012 in the areas such as: 1) electoral standards; 2) enhancing judicial reform; 3) strengthening capacities in the fight against cybercrime; 4) and fight against corruption.

Interim results The Facility activities implemented during the evaluation period contributed to achieve the overall expected result: better compliance of the EaP countries’ legislation and practice with European standards concerning democracy, human rights and rule of law, both in legislation and practice in the different proposed areas. The Facility projects activities notably contributed to provide a comprehensive analysis of the participating countries’ legislation and practice in the areas covered by the CoE Facility thematic components: elections, judicial reform, co-operation against cybercrime and fight against corruption.

Interim results During the Facility 1 year implementation period: 38 activities were carried out under the thematic 4 components: “Support Free and Fair Elections” – 10 activities “Enhancing judicial reform” – 7 activities “Fight against corruption – 9 ”Fight against cyber crime” – 9 “Transversal Component”- 3

Budget 32% of the Facility total budget (4M) was spent during the first 12 months (30% of the Facility duration) which is fully in line with the Facility work plan.

Communication Key results under the Facility are communicated to the national coordinators, the relevant governmental bodies and other stakeholders notably through the thematic projects information tools and the Facility and the thematic projects’ web sites: (under construction) All reports and publications produced in the framework of the Facility are widely disseminated.

Next steps The results of the Facility implementation will be also presented to the Platform 1 meeting tomorrow on 7 June. The next Council of Europe Eastern Partnership Steering Committee Meeting will be held next summer to assess the CoE Facility implementation and its results.
