1 Markku Markkula Towards the 2012 Annual Growth Survey: Reviewing progress of Territorial Pacts between regions, cities and national governments to implement Europe 2020 The Committee of the Regions (CoR) is the political assembly that provides the regional and local levels with a voice in EU policy development and EU legislation. The Treaties oblige the Commission, Parliament and Council to consult the Committee of the Regions whenever new proposals are made in areas that affect the regional or local level. The CoR has 344 members from the 27 EU countries, and its work is organised in 6 different commissions. We examine proposals, debate and discuss in order to write official opinions on key issues.

3 CoR: Regions to Implement EU2020 NRPs & Territorial Pacts & Handbook Based on the Committee of the Regions CoR opinion on The role of local and regional authorities in achieving the targets of the Europe 2020 Strategy the policy should focus on (I have chosen a few key conclusions from the 12 page opinion which will be approved today at the CoR Plenary): 1.CoR strongly supports the need to fully integrate the National Reform Programmes (NRPs) within national budgetary procedures and to involve local and regional authorities and relevant stakeholders in defining and implementing the NRPs; 2.CoR stresses the added value created by the Territorial Pacts. They should focus on a few tailor-made priorities which have a special value for the region concerned; 3.CoR proposes that a "Handbook on the Europe 2020 strategy for cities and regions" be drawn up with the Commission; 4.CoR confirms that it will continue to monitor implementation of Europe 2020 on the ground through its Europe 2020 Monitoring Platform; 5.CoR proposes that the Commission should initiate the necessary development to include devising methods for obtaining processed data and forecasts from general statistics that can be applied to a specific region or issue; Markku Markkula CoR & Aalto University

5 CoR: EU Needs Radical Transformation Mindset & Pioneers & Scalability Based on the Committee of the Regions CoR opinion on The role of local and regional authorities in achieving the targets of the Europe 2020 Strategy the policy should focus on (I have chosen a few key conclusions from the 12 page opinion which was approved yesterday at the CoR Plenary): 1.Strong regional measures are needed to turn research results into innovation that is locally tailored and can be applied throughout Europe; 2.The focus should be on making full use of digitalisation; 3.CoR stresses the importance of building regional innovation capacity on the basis of smart specialisation and complementarities in neighbouring regions; 4.CoR stresses the need to get the Europe 2020 strategy off the ground and implement the flagship initiatives at regional level. These typically include the Local Digital Agenda and Local Innovation Agenda ; 5.CoR calls for pioneering regions to form European consortiums integrating different capabilities to create societal innovations for Europe-wide use; 6.CoR encourages the regions to move towards open innovation, within a human-centred vision of partnerships, i.e. to modernise the Triple Helix concept; Markku Markkula CoR & Aalto University
