5 1.TO’s complete and submit the TRD spreadsheets to WECC staff o Consists of the following:  NERC forms: 1.1, 1.2, 2.1, 2.2, 3.3, 4.4, 6.4  WECC forms: Transmission Inventory, Transformer Inventory, Common Corridor and Outages 2.WECC staff converts the WECC forms into the NERC Format. o WECC forms convert to the following NERC forms  3.1, 3.2, 3.4, 4.1, 4.2, 4.3, 5.0, 6.1, 6.2, WECC staff uploads all the NERC forms onto webTADS Existing WECC Process

7 TADS New Event type Codes Normal Clearing 05- Single bus section fault or failure (200kV or above) resulting in one or more Automatic Outages Single internal circuit breaker fault (200kV or above) resulting in one or more Automatic Outages Automatic Outage of a single Element Automatic Outage of two or more Elements within one Normal Clearing Circuit Breaker Set (NCCBS) Automatic Outages of two or more TADS adjacent AC Circuits or DC Circuits on common structures. To qualify as Event Type 31 the Automatic Outages must be the direct result of the circuits occupying common structures Automatic Outage(s) with Normal Clearing not covered by Event Types 05 through 31 above.

8 ●60 - Breaker Failure: One or more Automatic Outages with Delayed Fault Clearing due to a 200kV and above circuit breaker being stuck, slow to open or failure to interrupt current. ●61- Dependability (failure to operate): One or more Automatic Outages with Delayed Fault Clearing due to failure of a single Protection System (primary or secondary backup) under either of these conditions: o failure to initiate the isolation of a faulted power system Element as designed, or within its designed operating time, or o In the absence of a fault, failure to operate as intended within its designed operating time. (Item b is a very rare type of event.) ●62 - Security (unintended operation): One or more Automatic Outages caused by improper operation (e.g. overtrip) of a Protection System resulting in isolating one or more TADS Elements it is not intended to isolate, either during a fault or in the absence of a fault. ●90 - Automatic Outage(s) with Abnormal Clearing not covered by Event Types 60 through 62 above. 11 Assume the NERC BOT approves the data request in December 2012 the following schedule will be implemented. o 1Q 2013 data due June 30, 2013 (90 days) o 2Q 2013 data due August 31, 2013 (60 days) o 3Q 2013 data due November 15, 2013 (45 days) o 4Q 2013 data due February 15, 2014 (45 days) o 45 days after the quarter in 2014 Quarterly Reporting

12 Sustained Automatic Outages and Operational Outages. Sustained outages would be collected in the reporting period 6 months after FERC’s approval of the BES definition. Operational outages will be collected if the 5 year assessment of Non-Automatic outage data collection in 2015 is beneficial to reliability. Reporting Less than 200kV BES
