The T5 Streetlight 2 years on – So far, so good So far Integral Energy NSW idea from late 90s Mock ups trialled in 99 First Greenstreet prototypes installed early 02 July 03 first installed on Public Lighting system Aug 03 Strathfield Sydney SSROC test site installed Through pieces supplied for trials to Energy Australia and Integral continued through NSW By early 2005 approx 2000 installed in Australia, incl Vic, Qld and NT, to trials and normal Distribution infrastructure

Reasons for trials T5 Fluorescent lamp its a backward step it wont start in the cold its too fragile Why use it? We needed radical increase in performance !! Background –Released in 95 - not new and unproven –Almost all new commercial projects now use it –Every new fluorescent fitting is designed with it Look at the performance !! Choice of output characteristics – Std and HO Smaller diam 16mm – better efficiency +5% High lumen output-to 90 lm/w, double MV-needs ECG Long life - over 20K hours now, and 48K here now Very low Lumen depreciation Osram T5 data 10% at 18k hours Low mercury - 3mg vs mg for MV – hazardous disposal legislation pending Lamps enclosed so low temperature manageable Excellent colour rendering and choice of colours-white light

Reasons for trials ELECTRONIC GEAR it wont last was a common comment Well proven, but untried in Australia in this application Sold for over 20 years and 500,000 pieces sold in Australia p/a. Will become main ballast type in next few years over past 4 years every new high performance (FL and HID) lamp has been developed for electronic gear only Osram In near / medium term, for this lamp or another, electronic gear in streetlights WILL be the norm Key features - Instant start/re-strike, hpf, regulates voltage, improves lamp life, low losses, no flicker Reliable, very cheap, cost effective - prices actually coming down by 10% p/a-same price as the lamps Used in exteriors, streetlighting, industrial, tunnels already in Europe, USA, Latin America and Australia.

Greenstreet Key Performance factors In most P type applications the 2x14w T5 can replace an 80w mercury streetlight And the 14w uses approx. 33% of the power of an 80w mercury light With ECG total watts 2 x 14w only 31w, 2 x 24w only 52w Replacing M80 has immediate 65% power reduction Greatly reduced mercury content Better colour appearance

Standards compliance New standard AS/NZS replaces AS3771 Electronic ballasts may be used, as non- standard gear where deemed appropriate - for energy efficiency Refers in Appendix A to design parameters manufacturers should observe to ensure long life Very important in HID fixtures and compacts, smaller space, higher wattages Operating temperatures are crucial to long life In Greenstreet at ballast Tc max of 70 C, at 40 C ambient temperature, operating life would be as conventional gear - 20 years Passes 8kv Impulse test with MOV fitted Thermal endurance and safety C tick mark for EMC compliance VS offer 8 year ballast guarantee AS Wind test assessment Mounting to AS1158.6

Good design, long life If lantern is designed well, thermal effects will not cause premature failure Cl. A5.1 discusses ballast service life, this is calculated at max operating temperatures. States 10 C reduction in temperature (from max) doubles service life. Service life is 50,000 hours, at max temperature.

Designing for maximum ballast life But even at 40C and 254v, the ballast runs 13 C below Tc max And the ambient at night will be max 25C, and avg 6-16 C. Not unreasonable on this basis to assume ballast will not be effected by high running temperatures, and last k hours During the day the ballast is OFF and not effected by thermal effects of sun on the fitting (tested to 57 deg) Suppliers are confident, a standard 5 year warranty applies and 8 years very likely soon.

Lamp life and output Philips quote only 5% failure at 15,000 hours, and less than 10% depreciation in lumen output. So quite reasonable to assume 4 years service life Random failures will be similar to current types New long life lamps also coming, with 8 year life. Aura T5 already here, Philips Extreme T5 coming. Life of other compacts extending Shift in thinking on maintenance completely.

Temperature T5 and compact lamps are temperature sensitive, as all fluorescent are. T5 was optimised for higher temps than normal fluorescent- as most use is in open fixtures, in a ceiling However the enclosed fitting protects against the worst cooling effects Lamps will start to -10 C or lower, but never need to. GS designed for maximum output between 6-16 C - most parts of NSW and Vic - this is 9 months p/a at least. Melbourne Mean Min avg is 5.8C, only 9 days a year below 2C Bendigo Mean Min avg 3.5C in July, 6 days p/a below 0C( BOM ) At OC, relative output still 80% of maximum. This performance was known before production considered, not thought to be a problem by Integral and EA Cold weather can be allowed for in Maintenance factors during design

Maintenance factors in Design AS/NZS1158 requires maintenance factors be used Comprise various factors, incl Lumen depreciation (LLMF), lamp replacement cycle, environmental factors – all taken into account For example - IP65 in Medium pollution area, 4 yr lamp replacement MV =0.72(LLMF) x 0.85 = 0.61 T5 = 0.92 (LLMF) x 0.85 = 0.78 For T5, if we allow for cold to 5 deg, use 0.87, (0.78 x 0.87 ) so MF = still better than MV. Standard does not discuss temperature – but does not discuss fluctuation from other effects either.

Maintenance factors and voltage Light output from lamps on conventional gear fluctuates with voltage Typically 80w MV running at 240v ( the ballast is designed for 250v ) is already 10% down - source Sylvania

MV lumen output drops by more than 20% for further 10 volt drop to 230v The industry seems quite comfortable with this fluctuation, so why is cold temperature such an issue? SEAV testing many of the products now used and being considered, including these operational parameters- welcome Maintenance factors and voltage

New developments With long life lamps and gear, we can consider complete new approaches to maintenance Consider being able to install a lantern and return once at 8 years or so to replace lamp, gear and reflector in one simple plug-in piece All we need is the pe cell manufacturers to do their bit! This is no longer fiction ! Speed up installation, reduce expensive cherry-picker platform time

Installation Flexible approach can help in retrofit applications

So far Longest running installation now over 2 years Out of installed, only 3 ballasts returned to Osram for further examination Integral wanted to test a standard ballast – 15/20 early production models supplied less MOV to Integral failed, out of Likely causes - 415v short, and lightning. Since had MOV fitted. From later models with MOV, few failures – less than 5 total. Very few lamp failures No complaints about glare, spill PE cell has been most common failure-supplier fault Fitting is in Beta test mode - feedback on designs, minor changes planned pending satisfactory testing of ballast Integrals Lighting solutions Department very happy with results so far- actively involved with continued developments Many minor changes / improvements already designed – can be implemented easily - when ballast/package is proven to market satisfaction

Future directions AGO released Governments 10 year plan for our industry Greenlight strategy mentions many areas of improvement planned First round of MEPS introduced Low loss and triphosphor lamps. Next product planned to address includes Public Lighting and HID lamps Main target is highbays/lowbays and P type roads BUT Would you be installing a light fitting for years when the lamp it uses could be banned in the next 3-5 years?
