Introduction of CASBEE by Major Local Governments 1. City of Nagoya: April 2004 2. City of Osaka: October 2004 3. City of Yokohama: July 2005 It is mandatory for building permit applicants to submit the assessed data, part of which is to be disclosed on the website of local government. Many other major local governments are now preparing to introduce CASBEE.

Basic Idea of CASBEE CASBEE is a comprehensive, but clear, simple & affordable system to assess the building sustainability through both 1. “Q” :Building Environmental Quality & Performance and 2. “L“ :Building Environmental Loadings, according to the “Hypothetical Boundary” of the project.

What is ‘Hypothetical Boundary’? Assessment category “Q” as positive impact inside the boundary Assessment category “L” as negative impact outside the boundary Resource Consumption, Embodied CO2 Emission, etc. Emission of Air-pollutants, Noise, Heat etc. Hypothetical Enclosed Space (Neighboring building) (Neighboring building) Site Boundary Soil, Water-pollutants etc.

From Eco-Efficiency To BEE (Building Environmental Efficiency) Values of products or services Environmental load unit 1. Eco-Efficiency = 2. Revised definition = 3. CASBEE Family 1-5. CASBEE Family comprises four basic Tools, to be customized according to the design process, including; 1) Tool-0: Pre-design Assessment Tool (to be elaborated) 2) Tool-1: for New Construction (completed in 2002) 3) Tool-2: for Existing Building (completed in 2004) 4) Tool-3: for Renovation (completed in 2005)

Manual of CASBEE Tool-1TC an extension of CASBEE family Tool-1TC: CASBEE for Temporary Construction (issued in 2004) The 2005 World Exposition, Aichi, Japan was assessed for the first time.
