COC Mission The mission of the Honolulu COC is to reduce non-violent quality of life offenses committed in the City and County of Honolulu by holding offenders accountable and addressing their underlying needs to prevent reoffending.
Community Outreach Court Act 55 & Act 49 (SLH 2017) Provides for 2 year funding: Honolulu Prosecutor’s Office: $165,404 (DPA, Paralegal) Public Defender’s Office: $154,000 State Judiciary: $126,364 TOTAL FUNDING REQUEST FOR PROJECT: $445,768
Community Outreach Court: Overview January 26, 2017 – June 10, 2019 Honolulu District Court Court held 2x per month Started 1/26/2017 – 53 sessions/96 different participants Wahiawa District Court Court held 1x per month Started December 18, 2017 – 18 sessions/31 different participants Waianae Public Library Started September 21, 2018 – 9 sessions/27 participants Kaneohe District Court Started June 10, 2019 – 1 session/5 participant

Community Outreach Court: Courtroom Accomplishments January 26, 2017 – June 10, 2019 110 graduates – completed sentence 1862 cases cleared 3508 hours of community service performed 351 bench warrants cleared 1183 driver’s license stoppers removed
Community Outreach Court: Social Service Accomplishments January 26, 2017 – February 6, 2019 35 permanent housing 16 relocated to shelters 22 living with family or friends 31 obtained job placement 17 completed substance abuse assessment/treatment
