Congo Basin ToC (Eureval 2015) 3 4 NGOs, the international opinion lobby timber and manufacturing companies so that they engage in SFM, for instance via above standards management plans, timber certification, etc. Timber companies, in compliance with local laws (or to access some international markets) design management plans that provide for a sustainable exploitation of forests ... they implement them Congo Basin ToC (Eureval 2015) g 2 3 5 f h Client companies (e.g. furniture manufacturers) request timber companies to engage in SFM (incl. via timber certification). Timber companies progressively exploit the Congo Basin forest in more sustainable ways. i NGOs, donor states, concerned states (?), international opinion view forest conservation as a public issue that needs a solution... ... support the development and implementation of legal, technical and economical solutions to preserve tropical moist forests in the world. … are willing to fund and support related initiatives. International stakeholders use the knowledge, framing, concepts and solutions proposed by research or advocacy organisations, and endorse them in their policies ... develop their own policies based on the available knowledge ... apply them in their action towards national governments, and within programmes and projects Concerned countries of the Congo Basin develop and implement a regional forestry governance (COMIFAC) aimed at supporting SFM ... by disseminating useful information partly or totally provided by CIFOR/CIRAD ... by proposing common policy objectives a e b Concerned states … design, vote and implement national legislative frameworks and governance practices supporting SFM adoption by governments, companies, and people ... Apply for international funding with SFM projects .... Develop the needed capacity to implement policies, including within the administration, in national research institutes and in universities. Public and private entrepreneurs of the informal sector comply with national laws and start adopting more sustainable exploitation practices Donor states and international institutions implement or update an international legislative framework, binding or not, supporting SFM, completely or partially based on CIFOR’s policy contributions. d j 2 3 4 c 3 4 1 2 3 4 CIFOR and CIRAD contribution mechanisms CIFOR and CIRAD …frame the forest issues in the Congo Basin... propose concepts that help understanding and dealing with these issues... propose solutions to address the issues at stake (i.e. Sustainable Forest Management) ... progressively focuses and improves the concepts and solutions it proposes, based on lessons of experience, evaluations.. contribute to raise the profile of forestry issues among stakeholders CIFOR and CIRAD... .... provide country or region-specific data (e.g. « L’état des forêts »), helping stakeholders to adapt the international framework to local needs CIFOR and CIRAD provide operational solutions (legal, technical, economical) that national or local governments can easily implement ... facilitate negotiation among stakeholders on these solutions ... experiment new solutions in local projects that may be generalised if they prove successful CIFOR and CIRAD... ... train, support, assist civil servants and researchers involved in designing and implementing national forestry policies ... contributes to the exchange of good practices via networking activities CIFOR and CIRAD… train people and some of them become consultants or work in timber companies.. provide guidance and data supporting the development of management plans relevant to the features of the concerned forests 1 2 3 4 5
