Background Threshold Program goal is to support GoK to reduce poverty through economic growth. unreliable supply of electricity is identified as a binding constraint to economic growth. low women labor force participation is also a significant socio-economic concern. Reliable Energy Landscape Project (RELP) is one of the Threshold projects that aims to reduce the electricity use in the residential sector by interventions that incentivize: investments in energy efficiency improvements. Inclusion of women in the energy sector. switching to more efficient sources of heat.

PILOT INCENTIVES FOR INVESTMENT IN ENERGY EFFICIENCY (PIEE) Main goal Lessons learned and best practices gained to be transferred to the Government for future scaling up of subsidies for residential energy efficiency incentive programs

PIEE Intervention Packages & Scope Incentives Household Efficiency Retrofits (HER) 2,600 individual houses/ apartments Throughout Kosovo Retrofit rebate Incentive level criteria: Income Social welfare status Baseline thermal performance Apartment Building Efficiency Retrofits (AER) 25 MABs 7 competitively selected municipalities Retrofit grant Additional grants for social welfare cases / vulnerable groups as appropriate Women Energy Entrepreneur Technical Assistance and Grant (WEE) Women entrepreneurs throughout Kosovo Employment support Grants Paid internships Main retrofit interventions External Insulation Windows Heating Appliances Water Heaters Manufacturing systems

PIEE Implementing Consultant’s Role, Responsibilities, and Operational Areas The Implementing Consultant (IC) is responsible for ensuring the implementation of the HER, AER, and WEE in manner that enables the disbursement of incentives to the intended target beneficiaries with the greatest impact and greatest economic efficiency. The operational areas of the PIEE include: Incentive design and deployment Behavior Change and Outreach Monitoring and Evaluation Technical Assistance: Capacity building (GoK/KEEA, ERO, etc) Training and support to private sector (installers, service providers) Gender and Social Inclusion Requirements and Activities Environmental, Social, Health, and Safety Compliance

PIEE Quality Control Supervising services

Quality Control Supervising of EE measures Initial audits of manuals, studies, reports, plans Reviewing and monitoring of the qualified construction materials/products from the Product and Material Database developed by IC; Reviewing and auditing engineering design for the energy efficiency retrofits; Monitoring the energy efficiency retrofit works for HH, Apartment buildings and Women owned businesses; Monitoring the commissioning of EE retrofit works

Quality Control Supervising Environmental, Social, Health and Safety Compliance Gender and Social Inclusion Compliance Reviewing and monitoring of HSMP and ESMP; Monitoring the implementation of health, safety and environmental safeguards in compliance with MCC Guidelines, IFC Performance Standards, legislation of the Government of Kosovo and applicable international health, safety and environmental standards; Reviewing and monitoring the compliance with GSI requirements as per the MFK SGIP and IC ToR’s

Required experience and capacities of Supervising Consultant firm At least 10 years of experience project management and supervisory work incorporation of social and gender requirements Experienced consultants with expertise in design, implementation and operation of energy efficiency retrofits small residential buildings, MABs, business/enterprise buildings and their manufacturing/production systems and/or equipment
