Strengthening CTE for the 21st Century Act (Perkins V) Bill signed into law as Public Law 115-224 on July 31, 2018 Effective July 1, 2019 Transition Year; July 1, 2020 Full Implementation History of Perkins is fascinating – much like the first Adult Literacy Act was about getting people to 8th grade ed level; the first Perkins leg was about actually helping stay in ed/training beyond 8th grade by providing financial resources that would allow a person to keep learning and earning Perkins V -- much like WIOA is a federal investment in a larger system (state funds FAR outweigh federal nationally; federal system is one part of community commitment to literacy), Perkins builds a federal framework for CTE 7 m secondary students 4 m postsecondary students Perkins $ federal to state to locals In WI, WTCS

WIOA Alignment: Plan, Definitions, Performance Measures Planning Four-year planning period aligned. Option for combined WIOA planning Definitions Career Pathways, Industry or Sector Partnerships, Out-of-School Youth, Recognized Postsecondary Credential Measures Rough alignment between postsecondary measures and WIOA Youth measures

Adult Education Call Outs Adult Ed in State Planning Include the State Director of Adult Education in the development of the Perkins V state plan Alignment Adult Ed & Sector Partnership Encourage CTE programs to align with Adult Education programs and industry sector partnerships authorized under WIOA Local Use of Funds Providing CTE for adults or out of school youth to complete HSD/E or upgrade technical skills

Career Guidance & Academic Counseling

Support Services for Special Pops Career guidance and academic counseling.— May provide assistance for special populations with respect to direct support services that enable students to persist in and complete career and technical education, programs of study, or career pathways.

Program of Study Career Pathway Coordinated, nonduplicative sequence of academic and technical content at the secondary and postsecondary level that – Incorporates challenging State academic standards… Addresses both academic and technical knowledge and skills, including employability skills; Is aligned with the needs of industries in the economy of the State, region, Tribal community, or local area; Progresses in specificity (beginning with all aspects of an industry or career cluster and leading to more occupation-specific instruction); Has multiple entry and exit points that incorporate credentialing; Culminates in the attainment of a recognized post-secondary credential. Career Pathway A combination of rigorous and high-quality education, training, and other services that – (A) aligns with the skill needs of industries in the economy of the State or regional economy involved; (B) prepares an individual to be successful in any of a full range of secondary or postsecondary education options, including apprenticeships …; includes counseling to support an individual in achieving the individual’s education and career goals; includes, as appropriate, education offered concurrently with and in the same context as workforce preparation activities and training for a specific occupation or occupational cluster; organizes education, training, and other services to meet the particular needs of an individual in a manner that accelerates the educational and career advancement of the individual to the extent practicable; enables an individual to attain a secondary school diploma or its recognized equivalent, and at least 1 recognized postsecondary credential; and helps an individual enter or advance within a specific occupation or occupational cluster.

Recognized Postsecondary Credential Perkins V = The term ‘‘recognized postsecondary credential’’ has the meaning given the term in section 3 of the Workforce Innovation and Opportunity Act (29 U.S.C. 3102). WIOA = “The term ‘recognized postsecondary credential’ means a credential consisting of an industry-recognized certificate or certification, a certificate of completion of an apprenticeship, a license recognized by the State involved or Federal Government, or an associate or baccalaureate degree.” PL 113-128 Sec 3(52)

Recognized Postsecondary Credential “Within the context of education, workforce development, and employment and training for the labor market, the term credential refers to a verification of qualification or competence issued to an individual by a third party with the relevant authority or jurisdiction to issue such credentials (such as an accredited educational institution, an industry recognized association, or an occupational association or professional society).”TEGL 15-10 – Appendix A OCTAE Program Memo 19-2 Recognized Postsecondary Credential (for performance) Industry recognized credential Work readiness or local workforce development credential

Accountability: Target Setting No state-federal negotiations Repeals the requirement for states to negotiate performance measures with the Secretary. States set their own measures and include them in the State Plan. Ability to Disapprove Plan Secretary has the authority to disapprove a State Plan if measures do not meet certain requirements. Retains local-state negotiations Retains the requirement for locals to negotiate performance measures with the State or accept the State determined levels of performance.

Accountability: Reports State and local report includes The actual levels of performance for all CTE concentrators; for each of the disaggregated subgroups; and by CTE program or career cluster if not practical. Identify and quantify any disparities or gaps in performance on the State determined levels of performance between any subgroup and the performance of all CTE concentrators

Accountability: Ability to Withhold Funds Retains the Secretary of Education’s authority to withhold funds if a state does not meet performance improvement plan within specified time limits

Ability to Benefit: Equity in Federal Financial Aid Ability to Benefit is federal legislation that passed in 2014 and aligns to the definition of career pathways advanced in WIOA and in Perkins V. It allows students without a high school credential to apply for federal financial aid. Students must either earn six college credits first or pass an approved ATB test.

Ability to Benefit: A Lifejacket for Students Workforce funding and Opportunity Grants currently provide excellent support to students. Access to Federal Pell Grants completes the picture Helps students pay for their education Grants students money for living expenses ATB is the funding solution for increased enrollment, retention, and completion of our college programs.
