Born in 1915, Carl Dewey Perkins was a member of the US House of Representatives from the state of Kentucky serving from 1949 until his death in 1984.
The Carl D. Perkins Act was first authorized by the federal government in 1984 and reauthorized in Named for Carl D. Perkins, the act aims to increase the quality of technical education within the United States in order to help the economy. The Perkins Act provides almost $1.3 billion in federal support for career and technical education programs in all 50 States.

3. The Carl D. Perkins Career and Technical Education Act
Provide students with the academic and technical skills needed to succeed in a knowledge- and skills-based economy.
Perkins supports career and technical education that prepares its students both for postsecondary education and the careers of their choice.
The purpose of the Carl D. Perkins Career and Technical Education Act of 2005 (Perkins IV) is to assist states in developing a comprehensive system of Career-Technical Education.

31. Funding Limits
Career and Technical Education Programs must have sufficient local and state funds to enable them to operate without federal Perkins funds.
