Background study A review of the Viet Nam GEF portfolio by GEF Focal Area since 1995, providing a historical perspective of funded projects with information on funding involved, implementing partners, and main lessons An assessment of the processes and arrangements involved in accessing, implementing, and monitoring GEF-funded projects since 1995, defining lessons learned and making recommendations for institutional arrangements, collaboration and harmonization over the coming five years An assessment of national priorities of key sectors relevant to GEF funding, thus determining opportunities and priorities for GEF funding in each of the GEF Focal Areas

Drafting Process Determine the scope and define goals (long term and short term) and objectives of the strategy Develop and finalize the outline of GEF strategy Identify the criteria for identification of national strategic priorities Identify the priorities for each of the GEF Strategic Objectives/Priority Programming Areas to be aligned with Viet Nam national priorities for sustainable development Identify the mechanism and required resources for implementation and monitoring of the strategy

National strategic priorities for GEF 4 - Criteria Be consistent with GEF Focal Areas and in line with GEF 4 strategic objectives. Be in line with national priorities for environmental protection in the areas of biodiversity, climate change, international waters, land degradation and POPs. Be in close linkage with national prioritized programs/projects which have been and will be implemented from now till 2010; Have not been funded by GEF in previous replenishments.

Consultation Process Consult with the Implementing Agencies (UNDP, WB) in all stages of strategy development Organize National Dialogue with more than 100 participants from line Ministries/Sectors, institutions, universities NGOs, private sector and other stakeholders to get the comments on draft strategy Organize Tele-conference with GEF Secrectariat to discuss on the Viet Nam’s priorities on biodiversity and climate change Consult with line Ministries/Organizations (MONRE, MARD, MOFI, NGOs) on the revised priorities

Lesson Learnt GEF Viet Nam should take a leading role in drafting the GEF strategy of Viet Nam Involve the participation of line Ministries/Sectors, Institutes, NGOs in development of the strategy The GEF Viet Nam priorities should be based on national priorities for sustainable development and in line with GEF strategic priorities Consultation process is very important in development of the strategy
