Health Care Costs & Quality FHA supports legislation that aligns with, and promotes, high quality and safe patient care.

Health Care Costs & Quality Certificate of Need (Passed–HB 21 ) Effective July 1, 2019 General hospital will no longer subject to CON. A general hospital may be issued a license without a CON. All hospital services, including tertiary (comprehensive medical rehabilitation, neonatal intensive care, organ transplantation, pediatric cardiac catheterization, and pediatric open heart) are no longer subject to CON. Hospitals are no longer required to provide data to conduct CON reviews.

Health Care Costs & Quality Certificate of Need By November 1, 2019 The Office of Program Policy Analysis and Government Accountability shall review the federal requirements and other states licensure regulations regarding tertiary services and make recommendations to the Speaker of the House, Senate President and Governor. Effective July 1, 2021 Hospitals that offer services to a defined age group or gender group, such as women’s or children’s hospitals; freestanding psychiatric facilities; freestanding substance abuse facilities; freestanding rehabilitation hospitals; and intensive residential treatment facilities for children and adolescents are no longer subject to CON.

Health Care Costs & Quality Ambulatory Surgical Centers (Passed – HB 843) Allows 24-hour stays in ASCs Shoppable Services (Passed- HB 1113) Creates the Patient Savings Act, which allows health insurers to create a voluntary shared savings incentive program to encourage insured individuals to shop for high quality, lower cost health care services and share savings realized as a result.

Health Care Costs & Quality Shoppable Services (Passed- HB 1113) Includes: Clinical laboratory services, infusion therapy, inpatient & outpatient surgical procedures, obstetrical & gynecological services, outpatient nonsurgical diagnostic tests & procedures, physical & occupational therapy services, radiology & imaging services, prescription drugs, services provided through telehealth.

Health Care Access & Innovation FHA supports legislation that increases access and efficiencies in the delivery of care.

Access & Innovation Telemedicine (Passed – HB 23) Establishes a definition for telemedicine. Authorizes all Florida licensed health care professionals to use telehealth to deliver services within their scope. Authorizes out-of-state health care professionals to use telehealth to deliver services to Florida patients if they register with the DOH or applicable board, meet eligibility requirements and pay a fee.

FHA supports health care transparency that is evidence-based and meaningful for consumer decision-making by providing information on cost, quality and outcomes. Transparency

Transparency Infection & Readmissions Reporting (Passed – HB 843) Requires hospitals to provide to all patients upon admission, prior to treatment or upon scheduling of elective care, a written quality report, using a format created by AHCA. Must contain the most recent year’s hospital and statewide average for the hospital acquired infection rate, the overall rating of the HCAHP Survey, and the 15-day readmission rate. Hospitals must also provide the data to any party upon request.
