What is Every Student Succeeds Act (ESSA)? Reauthorized version of the Elementary and Secondary Education Act (ESEA), signed into law in 2015 by President Barack Obama. Represents an important step forward to improve the nation’s education system. Gives states the authorization to identify their own goals to address proficiency on tests, English-language proficiency and graduation rates.

What is Every Student Succeeds Act (ESSA)? (Contd.) The law maintains the annual testing requirement for Reading and Math in grades 3-8 and in high school, and grade-span testing in Science. It also maintains subgroup reporting and a 95 percent testing requirement. Provides more authority to states and limits federal mandates while maintaining a shared framework for K-12 accountability.

What is Every Student Succeeds Act (ESSA)? (Contd.) Section 1116. Parent and Family Engagement All Title I schools must allocate at least one percent of the Title I budget towards programs, activities, and procedures for parent and family engagement. Each school shall jointly develop with, and distribute to, parents and family members of participating children a written Parent and Family Engagement Plan (PFEP).

What is Every Student Succeeds Act (ESSA)? (Contd.) The plan shall describe the means for carrying out the following requirements: Convene an annual meeting to inform parents of their school’s participation in the Title I Program, explain the requirements of the program, and the right of the parents to be involved; Offer a flexible number of meetings, such as meetings in the morning or evening; Involve parents, in an organized, ongoing, and timely manner, in the planning, review, and improvement of programs, including the planning, review, and improvement of the school PFEP, the School-Parent Compact, and the joint development of the schoolwide program plan (School Improvement Plan [SIP]); and Provide parents of participating children with timely information.

What is Title I? Title I is the major component of the Elementary and Secondary Education Act (ESEA) and the largest federal assistance program for our nation’s schools. The goal of Title I is a higher quality of education for every child. The program serves millions of children in elementary and secondary schools each year. South Miami Senior High School is a Title I school. What every parent should know about Title I!

How Title I Works? Title I funding flows from the U.S. Department of Education (as appropriated by Congress) to the Florida Department of Education (FDOE). The FDOE allocates funds to Miami-Dade County Public Schools (M-DCPS). The school district disburses Title I funding to schools based on the number of low-income children. Title I schools spend the funds allocated based on formalized School Improvement Plans approved by M-DCPS and FDOE. South Miami Senior High School implements a Title I School-wide Program.

Title I Schoolwide Program Title I funds may be used in combination with other Federal, State and local funds in order to upgrade the entire educational program of a school. However, funds allocated to the Title I Program may not be used to fund other programs. What is the purpose of the program? Improve the academic performance of low- achieving students and all other students in the school by working to improve the entire educational program. Who is served? All students in the school are served as funds are used to upgrade the entire educational program.

Title I Programs Provide Supplemental Support Smaller classes; Additional teachers and paraprofessionals; Additional training for school staff; Extra time for instruction (Before and/or After School Programs); Parental Involvement Activities; and/or A variety of supplemental materials and equipment.

Community Involvement Specialist Part Time Title I Funds South Miami Senior High School generates $575,000 through Title I to pay for programs and services for our students. Title I funds pay for the following programs and services: Extra Period Supplements Community Involvement Specialist Part Time Teachers

Who Decides How Funds Are Used? Every school has an Educational Excellence School Advisory Committee (EESAC) composed of: Parents/Guardians Principal Teachers Other staff that works at the school Students (at Middle and High School) The EESAC determines how to use Title I funds.

Parent’s Rights Be involved and request regular meetings to express your opinions and concerns. Be provided information on your child’s level of achievement and academic growth, if applicable and available, on each of the State academic assessments. Be timely notified when your child has been assigned, or has been taught for 4 or more consecutive weeks by a teacher who does not meet applicable State certification or licensure requirements at the grade level and subject area in which the teacher has been assigned. Be provided information on whether the child is receiving services from paraprofessionals and, if so, their qualifications.

Plan of Action: Curriculum, Instruction, and Assessment Mission Statement: Preparing our students to succeed in tomorrow’s global community. 2018-2019 School’s goals Curriculum strategies to be implemented; Differentiated Strategies Instructional support to be provided in order to achieve the established curriculum strategies Assessments/Calendar provided on school website

School Accountability Report Card The Elementary and Secondary Education Act School Public Accountability Report (ESEA SPAR) provides parents and the community with the following information: Demographic data; School safety and climate for learning information; Academic data; Graduation rates; Class sizes; Teacher and staff information; Curriculum and instruction descriptions; and Postsecondary preparation information. ESEA SPAR is available at the school office or online at: http://doeweb-prd.doe.state.fl.us/eds/nclbspar/index.cfm

Working Together! The ESSA law requires that all Title I schools and families work together. How we work together is listed in the following documents: 2018-2019 School Improvement Plan (SIP) 2018-2019 Title I School-level Parent and Family Engagement Plan (PFEP) 2018-2019 Parent-School Compact

School-level Title I Parental and Family Engagement Plan (PFEP) Requirements Involve parents in a meaningful way in the development, implementation, and review of the PFEP. Convene an annual meeting to inform parents of Title I students regarding Title I requirements and their rights to be involved in the Title I program.

Provides parents of Title I students with timely information about Title I programs - Via school website/ District website - Letters given throughout the school year

Assists parents in understanding academic content standards, assessments, and how to monitor and improve the achievement of their children. Provides materials and training to assist parents of students enrolled in schools implementing the Title I Schoolwide Program to improve the achievement of their children.

Parent-School Compact South Miami Senior High School Will: The Parent/Guardians Will: Provide for an annual orientation meeting to inform parents of students in the Title I program of the right to be involved. Monitoring my child's attendance at school, home learning, and television viewing. Becoming involved in developing, implementing, evaluating, and revising the school's parental involvement policy. Offer meetings at flexible times; provide transportation, childcare and home visits for parents. Actively involve parents in planning, reviewing, and improving the Title I Program and the parental involvement policy. Promoting positive use of my child's extracurricular time. Sharing the responsibility with the school for my child's improved student achievement. Provide high quality curriculum and instruction in a supportive and effective learning Communicating with my child's teachers about his/her educational progress and needs. Environment that enables the participating children to meet the State’s student academic Volunteering in my child's school. achievement standards Participating, as appropriate, in decisions relating to my child's education. Hold parent-teacher conferences (at least annually in elementary schools) during which this compact will be discussed as it relates to the individual child's Serving on policy advisory groups such as being the Title I school-parent representative on various committees, advisory councils, etc. achievement. Provide parents with frequent reports on their children's progress. Staying informed about my child's education by reading and responding to all notices from the school or the school district. Specifically, the school will provide reports Provide parents reasonable access to staff. Specifically, staff will be available for consultation with parents Provide parents opportunities to volunteer and participate in their child's class and to observe classroom activities

Your Involvement is Key to Your Child’s Success! You are your child’s first teacher. You have the ability to influence your child’s education more than any teacher or school. You know your child best: Share information about your child’s interests and abilities with teachers; and Ask to see progress reports on your child and the school.

Support Your Child’s Education Be a positive role model to your child Share a love of learning Read to your child Ask your child to read to you Establish a responsible and consistent family routine with mealtimes, time for homework, bedtimes, etc. Limit TV time Show interest in your child’s school day Ask questions Ask to see assigned homework Praise their efforts Encourage good study habit Take advantage of the public library and the school media center When parents read, study, ask questions, talk about education, set goals and become involved with their children's school, they are setting a positive example.

Get to Know Your School and Communicate with Teachers Attend school events Visit the classroom Volunteer at the school Join parents’ organizations Keep teachers informed Attend meetings, special training sessions, activities and events for parents Attend scheduled parent-teacher conferences Be prepared for the meetings and conferences Consider whether you have met your responsibilities as stated in the Parent-School Compact

Parents Helping Parents! The Department of Family Support Services (FSS) was created to assist families needing additional guidance in navigating the complexities of this large district and accessing services. Their motto is “Connecting families, schools, and communities.” The department’s first major project is Parents-Helping-Parents (PHP). Parents-Helping-Parents is a parent outreach project created to assist parents of the most vulnerable students attending selected schools implementing the Title I Schoolwide Program. The primary goal of this initiative is to: Increase meaningful parental involvement by enhancing parents’ understanding of the policies impacting their children; Perfecting their advocacy skills on behalf of their children; and Learning to effectively share information and support with other parents at the school. The PHP project will be phased in at all schools implementing the Title I Schoolwide Program over a three year period.
