Gender based violence Every third woman in Europe will experience some form of GBV from the age of 15 In BiH, overall, average of 50 % of women will (reportedly) experience different forms of violence from the age of 15 OSCE is currently conducting a Survey on Wellbeing and Safety of Women – more to come in the following presentations Domestic violence is a human rights violation and a SECURITY issue: Can we talk about lasting peace in a country where one quarter of population is exposed to violence on daily basis? OSCE Mandate for DV data gathering OSCE Ministerial Council Decision 7/14 Prevention and combating violence against women Collect, maintain and make public reliable, comparable, disaggregated, and comprehensive evidence based data and statistics regarding all forms of violence against women, including sexual and domestic violence, whilst ensuring compliance with their data protection laws, and include information on the number of cases reported to law enforcement bodies, the numbers investigated and prosecuted and the sentences imposed; Presentation title 3 3

Challenge Participating States (pS) have different (and usually not electronic) systems of data gathering – different states, regions or entities might have different methodologies of data gathering – regardless of international and domestic norms, regulations, and reporting obligations Presentation title 4 4

Database Connects all relevant responding institutions – police, social welfare, safe houses and SOS lines Tracks DV cases in all stages – up to the court cases Tracks repeated cases and offenders Oversees the effects of DV interventions Helps victims on their path to becoming Survivors – as they go through the system of responsible institutions Protects personal data and allows users only to see data relevant to their jobs/level of authorization and proscribed by legislation Presentation title 8 8

Protection of personal data System access Access through encrypted website User accounts Users log in with their username and system (Forms Authentication). User authorization Users and their access levels are defined in the system and all users are informed. Activities preformed in the system are automatically logged (such as failed login, password change, etc.) Data encryption Sensitive data (name, password) are encrypted. Presentation title 13 13

Added value Over 500 trained police officers on the use the database, legislative framework and procedures in DV cases Increased number of protective measures Increased commitment of police leadership to enhance the use of the database and improve handling of DV cases Presentation title 14 14
