Fall/Winter 2016 Florida Standards Assessments Training Materials FSA English Language Arts Retake

Test Administration Manual Instructions for administering the FSA ELA Retake (Writing and Reading) and FSA Algebra 1, Geometry, and Algebra 2 End- of-Course (EOC) assessments are included in the Fall/Winter 2016 FSA Test Administration Manual.

Test Administration Schedule Any deviation from the approved schedule requires written approval from FDOE. Students must participate in the ELA Writing Retake AND ELA Reading Retake components to receive an FSA ELA Retake score. The FSA ELA Writing Retake must be administered prior to the FSA ELA Reading Retake except for the purpose of accommodating make-up test administrations.

Test Administration Schedule Session Lengths by Subject FSA ELA Writing The FSA ELA Writing Retake is administered in one 120-minute test session. FSA ELA Reading The FSA ELA Reading Retake is administered in two 90-minute test sessions over two days. Subject Session Length Number of Sessions ELA Writing Retake 120 minutes* 1 ELA Reading Retake 90 minutes* 2 Any student absent for a session may not participate in the next session until they have completed the session that they missed. *For the FSA ELA Writing Retake and ELA Reading Retake assessments, any student who has not completed a session by the end of the allotted time may continue working; however, each session may last no longer than half the length of a typical school day.

Test Administration Schedule Test administrators must allow the full amount of time allotted for test sessions and must not collect test materials or instruct students to submit computer-based tests until the end of the test session. While some students may finish before the time allotted for testing ends, this policy is in place to provide a fair environment for students who require all or most of the allotted time and to avoid pressuring any student to finish early.

What’s New for Fall/Winter 2016 All schools must download and install the most current FSA Secure Browser for 2016–2017 test administrations. The most current secure browser was released on the FSA Portal August 9, 2016. The previous version of the secure browser will no longer work. ELA Writing Retake scripts now contain a scheduled stretch break at 60 minutes. Ensure school assessment coordinators train test administrators on how much time is allowed for the stretch break and local procedures for securing the environment during the break (e.g., monitors turned off). What’s New for Fall/Winter 2016 Beginning in Fall 2016, districts and schools will be required to report whether students have testing accommodations listed on their Individual Education Plans (IEPs) or Section 504 plans. This information will be captured on the PreID File and when adding a new student in the Test Information Distribution Engine (TIDE). Schools must also maintain records of accommodations provided and accommodations used with their required administration information. Beginning in Fall 2016, the “Social Security Number OR Florida Student Number” write-in field has been removed from test and answer books. Schools must ensure a PreID label is applied to all TO BE SCORED documents. Demonstrate in TIDE

What’s New for Fall/Winter 2016 All test administrators who will administer a paper-based ELA Reading Retake test must be assigned the Assessment Viewing Application (AVA) Test Administrator role in TIDE. AVA contains audio content and ASL videos for ELA Reading Retake listening items for students with paper-based accommodations. Beginning in Fall 2016, TIDE will accept the new Florida Education Identifier (FLEID) in addition to a social security number with an X or a 10-digit district number. Districts will be required to use the FLEID starting with the Summer 2017 administration.

What’s New for Fall/Winter 2016 Closed captioning for ELA Reading Retake audio content is available for eligible students who have this accommodation identified in their IEPs or Section 504 plans. School assessment coordinators must ensure students have been assigned this accommodation in TIDE prior to testing. Participation reports and Test Completion reports have moved to TIDE from the Online Reporting System (ORS). Do we have any in our district with this accommodation?

Reminders for Fall/Winter 2016 All students must have headphones or earbuds during both sessions of the ELA Reading Retake and headphones/earbuds should be plugged in prior to launching the secure browser on student devices. Students must complete Session 1 of the ELA Reading Retake or an EOC before starting Session 2. While the ELA Writing Retake should be completed prior to beginning the ELA Reading Retake, students may take the ELA Writing Retake after completing the ELA Reading Retake for the purposes of accommodating make-up tests. Paper-based tests must be completed and returned by established pickup dates for results to be included in regular reporting.

Reminders for Fall/Winter 2016 For students taking paper-based tests, PreID labels are not provided for Fall/Winter 2016 administrations. If students will test on paper, On-Demand PreID Labels must be printed and applied to test and answer books. If a test and answer book is invalidated, the Do Not Score (DNS) bubble must be gridded. If a test and answer book should not be processed for scoring, return it with all other NOT TO BE SCORED materials. Text-to-speech functionality is available in TDS for eligible students who have this accommodation identified in their IEPs or Section 504 plans. School assessment coordinators must ensure students have been assigned this accommodation in TIDE prior to testing.

Reminders for Fall/Winter 2016 The school CBT Coordinator role has the ability to submit “Re-open a test session” and “Re-open a test” requests in TIDE for students who mistakenly exit a session and need to return to testing on the same day. The district assessment coordinator will be responsible for approving these requests to allow students to continue testing. Re-open requests are not necessary if a student pauses or is logged out and needs to return to the same session on the same day. For students taking the paper-based FSA ELA Writing Retake using a flexible responding accommodation to provide a typed response, transcription of the response into the paper-based test is no longer required. Directions for returning typed Writing responses are included in Appendix A.

Reminders for Fall/Winter 2016 Students who need access to American Sign Language (ASL) videos for ELA Reading Retake audio content must be assigned this accommodation in TIDE prior to testing to ensure they are assigned the correct form. Districts must order audio transcripts for paper- based testing students who require them. All students who will participate in a computer-based Fall/Winter 2016 FSA ELA Retake or EOC administration MUST participate in a practice test conducted at their school unless students previously took a practice test for the subject test they are scheduled to take. Students are required to participate in a scripted practice test session once for each subject/grade-level test. Those students participating in computer-based assessments with CBT accommodations should be administered a practice test with those accommodations enabled. Separate accommodated practice test scripts are available.

Reminders for Fall/Winter 2016 Students taking computer-based tests have the option of using a Select Response Version Tool, which allows students to view and restore responses they previously entered for a text response question (i.e., one that requires students to type a response into a text box). Students will only be able to see responses typed since their most recent log in. Once a student logs out, previous versions are no longer available in the Select Response Version Tool. Test administrators should be sure to discuss how the Select Response Version Tool works during computer-based practice tests.

Students to Be Tested CBT PBT Students who have received a GED diploma are not eligible to participate in FSA administrations. FSA ELA Retake Students who entered Grade 9 in the 2013–2014 school year and beyond and are pursuing a standard Florida high school diploma must pass the Grade 10 FSA ELA assessment (Reading and Writing components). Retained Grade 10 or Grades 11–12 students who have not met the Grade 10 FSA ELA assessment requirement are eligible to participate in the Fall 2016 FSA ELA Retake. Grade 10 students who entered Grade 9 during the 2015–2016 school year will participate in the Spring 2017 Grade 10 FSA ELA assessment.

Students to Be Tested Virtual School Program Students CBT PBT Virtual School Program Students Students enrolled full time in a virtual school program must be accommodated for testing in the district in which they reside. Students who receive part-time instruction from a virtual program and are enrolled in a brick-and-mortar district public school or the district Home Education Program should be coded with the district/school numbers for their organization of enrollment to ensure they are reported to the correct schools. Private School Students Private school students may participate in FSA EOC assessments. Instructions for managing these students in TIDE and packaging their materials for return are included in the Fall/Winter 2016 FSA Manual.

Students to Be Tested English Language Learners (ELLs) CBT PBT All ELLs participate in statewide assessments. ELLs who have been enrolled in school in the United States for less than one year may be exempt from FSA ELA assessments (Reading and Writing components). Exempt ELLs must participate in the annual English language proficiency assessment (ACCESS for ELLs 2.0). ELLs are not exempt from passing the Grade 10 ELA assessment (or Retake) for graduation purposes. All ELLs who complete the applicable courses are expected to participate in the EOC assessments no matter how long these students have been enrolled in a U.S. school.

Students to Be Tested Students with Disabilities CBT PBT Students with disabilities participate in the statewide assessment program by taking one of the following: FSA without accommodations, FSA with accommodations, or Florida Standards Alternate Assessment (FSAA). All determinations regarding participation in the statewide assessment program must be documented in the student’s IEP or Section 504 plan. See Appendix A of the Fall/Winter 2016 FSA Manual for information regarding allowable accommodations for students with disabilities.

Make-Up Administration Procedures CBT PBT All security and administration procedures must be followed while conducting make-up tests. Secure materials must be returned immediately to the school assessment coordinator and placed in locked storage. Secure materials must never remain in classrooms or be removed from the school’s campus overnight. For all FSA assessments, sessions must be completed in the designated order. Two-session tests MUST be administered over two days, and Session 1 MUST be completed before Session 2. Any students absent for a session may not participate in the next session until they have completed the session that they missed. For the purposes of make-up test administrations ONLY, the FSA ELA Writing Retake may be administered after students have completed the FSA ELA Reading Retake.

Test Materials CBT PBT The FSA ELA Retake and all FSA EOC assessments are computer-based tests. Students participating in CBT administrations receive the following materials, as applicable: Writing Planning Sheets (ELA Writing Retake only) CBT Worksheets (ELA Reading Retake only) Florida Computer-Based Testing Work Folders (EOCs only) Reading Passage Booklets (ELA Reading Retake with eligible accommodation only) Writing Passage Booklets (ELA Writing Retake with eligible accommodation only) Paper-based accommodated test materials will be provided for eligible students who require them.

Test Materials Writing Planning Sheets CBT PBT ALL students taking the ELA Writing Retake (CBT and PBT) receive Writing Planning Sheets that they may use to take notes and plan their responses. The planning sheet is a one-page, letter-sized sheet. The front of the sheet is lined. The Testing Rules Acknowledgment is printed on the back of the sheet. Planning sheets are distributed to students at the beginning of the ELA Writing Retake test session. Ensure that students have enough desk space to use their planning sheets. Used planning sheets are considered secure materials and must be kept in locked storage and returned in the District Assessment Coordinator ONLY box.

Test Materials CBT CBT Worksheets CBT Worksheets, provided for students taking the FSA ELA Reading Retake, are one-page, letter-sized worksheets. Students may use the front and back of the worksheet to take notes during each session of ELA Reading Retake. The Testing Rules Acknowledgment is printed on the back of the CBT Worksheet. CBT Worksheets are not provided for students testing with paper-based accommodations. These students may use the blank space in their test and answer books to take notes. Each student must be given a new worksheet for each ELA Reading Retake test session. Used worksheets are considered secure materials and must be kept in locked storage and returned in the District Assessment Coordinator ONLY box.

Test Materials Headphones/Earbuds CBT PBT Students MUST have headphones or earbuds for both sessions of ELA Reading Retake (CBT and PBT accommodations). There are no technical specifications for headphones or earbuds. FDOE does not provide headphones or earbuds. Students may use their own. These should be checked to ensure they work with the computer or device the students will use for the assessment prior to the first day of testing. Plug headphones or earbuds in and adjust system volume prior to launching the secure browser on each day of testing. A sound check is also built in to the assessment, and students are asked to verify that headphones and earbuds are working prior to entering the test. District policy?

Test Materials CBT Test Tickets Each student must have a test ticket to log in to computer-based FSA assessments. Test tickets are generated in TIDE and contain a student’s username, last name, first name, grade, date of birth, student ID number, district, and school. Test tickets will be printed by school assessment coordinators and will be distributed to test administrators on the day of testing. Test tickets are considered secure materials and must be stored in a secure location before and after testing.

Support During Testing CBT PBT During testing, a test administrator should not attempt to resolve technical issues if it is disruptive to students. The test administrator must have a way to contact the school assessment coordinator or technology coordinator without leaving the room unattended. If a student has difficulty logging in or is logged out of his or her test more than once, the student should not continue to attempt to log in until the issue is diagnosed and resolved.

Test Invalidation Policies and Procedures CBT PBT Test Invalidation Remember that the main purpose of invalidation is to identify when the validity of test results has been compromised. A test administrator should discuss any situation involving possible invalidation with the school assessment coordinator, and the situation should be investigated immediately. If a situation described in the Test Invalidation Policies and Procedures section of the Fall/Winter 2016 FSA Manual occurs, test administrators should discuss the situation with the school assessment coordinator, and the situation should be investigated immediately.

Test Invalidation Policies and Procedures CBT PBT Test Invalidation (cont.) For computer-based assessments, test invalidations are entered in TIDE. Invalidating a test will require the student’s ID number and the reason for invalidation. Complete instructions on invalidating tests in TIDE are available in the TIDE User Guide. For paper-based tests, grid the DNS bubble on the front cover of the test and answer book. If a DNS bubble is gridded by mistake, erase it completely and grid the UNDO bubble. Remember that invalidated paper-based tests should be returned with TO BE SCORED test and answer books in order to be counted for participation purposes.

School Assessment Coordinator Before Testing CBT PBT Required Administration Information As directed by your district assessment coordinator, communicate to test administrators the process for collecting the required administration information, which includes the following: Students assigned to each testing room—provide Student Names and Student ID Numbers Attendance information—P=Present, A=Absent, W=Withdrawn, and P/I=Present but Invalidated Grade level Session ID (generated in TDS when a test session is created) or Test Group Code (PBT) Accommodations provided to students Accommodations used by students Signatures of test administrator and school assessment coordinator Unique security numbers of secure documents assigned to each student Dates and times when secure materials (e.g., test tickets, test and answer books, passage booklets) are received and returned

School Assessment Coordinator Before Testing CBT PBT Seating Charts Test administrators are required to maintain an accurate seating chart for each group of students in their rooms during testing. Ensure that test administrators record all information indicated in the Fall/Winter 2016 FSA Manual and that they create a new seating chart if the seating configuration changes during a test session. After testing, copy all seating charts, file the copies, and package the originals in the District Assessment Coordinator ONLY box. Assign Proctors Assign proctors to testing rooms according to the guidelines in the Fall/Winter 2016 FSA Manual, make sure that they understand their responsibilities, and explain the Security Log to them. FDOE strongly encourages use of proctors in ALL testing rooms, even those with fewer than 26 (CBT) or 31 (PBT) students.

School Assessment Coordinator Before Testing CBT Arrange CBT Practice Test Sessions Schedule and arrange practice tests as described in the Fall/Winter 2016 FSA Manual. Before a student can participate in a computer-based administration, the student must complete the appropriate practice test to learn how to use the computer-based system. Instruct school personnel to make students aware that they can access practice tests on their own any time prior to testing. The practice tests and scripts for administering the practice tests are available on the FSA Portal. Students who require accommodated CBT forms (e.g., text-to-speech, masking) must also complete the appropriate accommodated practice test(s). Accommodated practice forms and scripts are available on the portal.

School Assessment Coordinator Before Testing CBT PBT Manage Student Information in TIDE Instructions on managing student information in TIDE can be found in the TIDE User Guide, available on the FSA Portal. Prior to testing, ensure that all student information listed in TIDE is correct, including any accommodations students will be using to test. It is important that student information is correct in order to ensure that results are reported accurately. School Assessment Coordinator During Testing CBT PBT Distribute Test Materials On each day of testing, you are responsible for providing each test administrator with the following test materials before testing begins, as applicable: Test tickets Session Roster Session ID (CBT) or Test Group code (PBT) Planning sheets, work folders, or CBT Worksheets Writing or Reading Passage Booklets Reference Sheets Calculators (EOC Session 2 ONLY) Test and answer books or special document materials

School Assessment Coordinator After Testing CBT PBT Update Student Information If student information is discovered to be incorrect during testing, update the corrected information in TIDE immediately following test administration. Instructions for updating student information can be found in the TIDE User Guide. Invalidate Tests Review policies regarding test invalidation in the Fall/Winter 2016 FSA Manual. For paper-based tests, grid the DNS bubble on any invalidated tests. If a DNS bubble is gridded by mistake, erase it completely and grid the UNDO bubble. Remember that invalidated paper-based tests should be returned with TO BE SCORED test and answer books in order to be counted for participation purposes. For computer-based tests, invalidate tests in TIDE. Complete instructions for invalidating tests via TIDE are available in the TIDE User Guide. Any CBT invalidations must be entered in TIDE by the last day of the test administration.

School Assessment Coordinator After Testing CBT PBT Record Accommodations Ensure all accommodations provided to and used by students are recorded on each record of required administration information, as applicable. This documentation may be necessary in the case of investigations regarding possible test irregularities. Prepare Materials for Return Store test tickets and seating charts until results are reported for this administration and then destroy them as directed by your district assessment coordinator. File the signed Test Administration and Security Agreements and the Test Administrator Prohibited Activities Agreements. Writing and Reading Passage Booklets are secure documents and must be packaged with NOT TO BE SCORED materials using the yellow labels.

Technology Coordinator CBT There is no separate Technology Coordinator Guide or checklist for this administration. Comment Form CBT PBT After testing, go to the FSA Portal and complete a comment form. Information from this form will be summarized by the test contractor for FDOE use. Please provide feedback that will be meaningful to FDOE and the test contractor.
