H.2 Small Business Set-Asides for Task Orders The Government intends to set aside Omnibus IV task orders for small businesses following the procedures of FAR 19.5 and in accordance with FAR 16.505(b)(2)(i)(F). All other Omnibus IV task orders, unless an exception to Fair Opportunity applies, will be solicited among all IDIQ holders.

H.3 Small Business Participation Small business participation will be evaluated at the task order level by requiring a Small Business Participation Plan or a Small Business Subcontracting Plan (if applicable).

H.3 Small Business Participation Plan Small business participation goals shall be proposed for each task order in accordance with the RFP for the task order. Proposed small business participation goals for each task order shall be incorporated in the task order as a commitment and contractual requirement. For each task order, contractors shall submit the small business participation report to the Contracting Officer on the last day of each period of performance. Government will report compliance in CPARS.

H.3 Small Business Subcontracting Plan Only applicable to other than small businesses. A separate requirement from the small business participation plan, which is applicable to all Offerors at the task order level. If applicable, at the task order level, large business concerns shall submit a subcontracting plan in accordance with FAR 52.219-9 and DFARS 252.219-7003.
