In the Event that the lowest priced proposal is not technically acceptable, the second lowest priced proposal will be evaluated and if determined to be technically acceptable, award will be made to that offeror. 11 Technical Overview of Proposed Contract Contract will include the clause at 52.223-93 ENVIRONMENTAL AND ENERGY CONSERVATION REQUIREMENTS (FEB 2011)(JSC Procurement Instructions) that states all contractors working on JSC property shall comply with JSC procedures and requirements related but not limited to Environmental compliance (JPR 8550.1) and Environmental management (JPR 8553.1). JSC is utilizing environmentally beneficial landscaping. As conditions permit, the site shall be landscaped for low maintenance and water conservation with plants that are either native or well adapted to local growing conditions. Landscape practices shall be employed to minimize pollution, minimize the use of fertilizers and pesticides, and minimize/reduce non-native species. The information provided is pre-decisional11
