Europeanisation of planning education: Europeanisation of planning education: Implications for curricula, content and the profession 1. Definition & Meaning of Europeanisation –Generally –Context of spatial planning (translation) 2. Implications for Planning and planning education (Interactions between national and European levels)

Europeanisation (Generally)... an incremental process re-orienting the direction and shape of politics to the degree that EC political and economic dynamics...become part of the logic of national politics and policy making [of the member states] (Ladrech, 1994; 2002) Leading to changes at domestic level & supporting the development of joint (European) identity or European integration, or adaptation to Europe European integration Type 2: uploading Type 1: downloading Type 3: crossloading/ policy transfer between members ( source: Howell 2002 & 2004)

Europeanisation of planning and planning education? Would be the incremental and continuous process of changes to planning and planning education programmes at domestic or institutional level towards some recognisable form associated with Europe (?) A process of changing understandings of planning education Possibly a different understanding of a planning graduate?

Europeanisation (for planning and planning education)? European spatial planning spatial/territorial planning is changing (domestically, crossloading through INTERREG, domestic policy and structured are influenced by EU directives and so on) Crossnational planning initiatives Caveat: EU has no competence for planning or education Planning Education Mobility funding (Erasmus, Socrates) Erasmus mundus joint programmes Cultural awareness (yes) but integration or harmonisation? New practices and knowledge Curricula, content, personal development ?

European integration Europeanisation or Bolognisation? Bologna reform (initiative independent from EU) –Significant impacts on programme structure –Quality assurance and monitoring processes –Etc. Exchange forums are not necessarily Brussels, but AESOP, APERAU and academic and professional societies. European spatial planning (27) Research findings Curriculum content & format Cooperation & policy transfer between members/schools/universities? Bologna (47)

In sum: more questions, than answers Europeanisation of planning education needs a clearer exploration of its meaning conceptionalisation, e.g. –Is a scale issue (field of where planner can work) –Curriculum content issue (more EU planning knowledge in curricula)? –What is its relationship with national planning (addition/replacement) –Cultural issue (more diversity awareness) and multi- institutional/multicounty education? Leading to graduates that feel comfortable to work at EU level? –Refers to structural/formal issues? –Drivers

Questions for Discussion session 1.How could we define Europeanisation in the context of education and planning 2.Should European integration be reflected in planning education curricula, and how? What are risks, benefits and implications for students and staff? 3.Implications of the European project (and/ or Bologna) for planning practice and the profession? 4.Future issues to think about/research agenda?
