BACKGROUND IN THE LAST FEW YEARS CONDUCT BY PLAYERS HAS LED TO AN INCREASE IN DISCIPLINARY CASES BEING SUBMITTED BY UMPIRES NOT JUST IN SCOTLAND BUT ACROSS THE UK AS A WHOLE THIS IS UNACCEPTABLE IF THE GAME OF CRICKET HAS A FUTURE MANY UMPIRES HAVE DECIDED ENOUGH IS ENOUGH AND GIVEN UP GOVERNING BODIES ARE OVERWHELMED WITH HAVING TO DEAL WITH THE VOLUME OF CASES

CAUSES A CULTURE OF QUESTIONING AUTHORITY NOW EXISTS LACK OF RESPECT FOR AUTHORITY SOCCER IN PARTICULAR GIVES A POOR IMAGE OF PLAYER BEHAVIOUR CRICKET DIRECT REVIEW SYSTEM

BRIEFING TO PROVIDE A BETTER UNDERSTANDING OF WHAT IS ACCEPTABLE AND WHAT IS NOT ACCEPTABLE DURING A CRICKET MATCH TO ENSURE THE SPIRIT OF CRICKET IS UPHELD TO COVER COMMON DISCIPLINE ISSUES TO CLARIFY ANY POINTS RELATING TO LAW 42

MAIN FOCUS LAW 41 UNFAIR PLAY WHAT IS ACCEPTABLE WHAT IS NOT ACCEPTABLE CAPTAINS RESPONSIBILITY

LAW 41 UNFAIR PLAY CHANGING CONDITION OF THE MATCH BALL DELIBERATE ATTEMPT TO DISTRACT STRIKER * DELIBERATE DISTRACTION,DECEPTION OR OBSTRUCTION OF A BATSMEN* BOWLING OF DANGEROUS AND UNFAIR SHORT PITCHED DELIVERIES BOWLING OF DANGEROUS AND UNFAIR NON-PITCHING DELIVERIES*

LAW 41 UNFAIR PLAY BOWLING OF DELIBERATE FRONT – FOOT NO BALL TIME WASTING BY THE FIELDING SIDE TIME WASTING BY THE BATSMEN FIELDER DAMAGING PITCH BOWLER RUNNING ON PROTECTED AREA* BATSMEN DAMAGING THE PITCH* STRIKER IN PROTECTED AREA NON-STRIKER LEAVING HIS GROUND EARLY* ANY OTHER ACTIONS CONSIDERED BY THE UMPIRES AS UNFAIR*

LAW 42 LAW 42: THE UMPIRES SHALL ACT UPON ANY UNACCEPTABLE BEHAVIOUR. FOUR LEVELS OF OFFENCES AND THE CORRESPONDING ACTIONS BY THE UMPIRES ARE INDENTIFIED AS LEVEL 1, LEVEL 2, LEVEL 3, AND LEVEL 4.

LEVEL ONE Abuse of the ground and/or equipment* Aggressive and or excessive appealing* Obscene, offensive, and insulting language and gestures* Showing Dissent at an umpires decision by word or action* Making an obscene gesture* Advancing towards an umpire in an aggressive manner when appealing* Any other misconduct of which in the opinion of the umpires is equivalent to a level 1 offence*

LEVEL ONE SANCTIONS Summon the offending players captain and issue a first and final warning which will apply to all members of the team for the remainder of the match Warn the offending players captain that any further Level 1 offence shall result in 5 penalty runs to the opposing team If the Level 1 offence follows an offence at any Level by that team 5 penalty runs shall be awarded to the opposing team The umpires together shall report the occurrence as soon as possible after the match to the Governing Body.

LEVEL TWO OFFENCES Showing serious dissent at an umpires decision by word or action.* Inappropriate and deliberate physical contact with another player.* Throwing the ball at a player, umpire or another person in an Inappropriate and dangerous manner. Using language or gesture to another player, umpire, team official or spectator that in the circumstances is obscene or of a seriously insulting nature. Any other misconduct which in the opinion of the umpires is equivalent to a Level 2 offence.

LEVEL TWO SANCTIONS Summon and inform the offending players captain that an offence at this Level has occurred. The umpire shall award 5 penalty runs to the opposing team. The umpire shall warn the offending player’s captain that any future level 1 offence by any member of his team shall result in the award of a further 5 Penalty runs to the opposing team. The umpires together shall report the occurrence as soon as possible after the match to the Governing body responsible for the match who will take such further action as is considered appropriate

LEVEL THREE OFFENCES INTIMIDATING AN UMPIRE BY LANGUAGE OR GESTURE. THREATENING TO ASSUALT A PLAYER, OR ANY OTHER PERSON EXCEPT AN UMPIRE

LEVEL THREE SANCTIONS TOGETHER THE UMPIRES SHALL SUMMON AND INFORM THE OFFENDERS CAPTAIN THAT AN OFFENCE AT THIS LEVEL HAS OCCURED THE UMPIRES SHALL DIRECT THE CAPTAIN TO REMOVE THE OFFENDING PLAYER FROM THE FIELD OF PLAY FOR ONE FIFTH OF THE NUMBER OF OVERS ALLOCATED TO THE CURRENT INNINGS AT ITS COMMENCEMENT. IF THE OFFENDING PLAYER IS A FIELDER, NO SUBSTITUTE SHALL BE ALLOWED. THE OFFENDING PLAYER MAY RETURN TO THE FIELD OF PLAY AFTER SERVING THE PERIOD OF SUSPENSION AND MAY BOWL IMMEDIATELY

LEVEL THREE SANCTIONS IF THE OFFENDING PLAYER IS A NOT OUT BATSMEN, HE SHALL BE REPLACED BY ANOTHER MEMBER OF THE TEAM. THE OFFENDING PLAYER MAY RETURN TO BAT AFTER HAVING SERVED THE SUSPENSION ONLY AT THE FALL OF A WICKET. IF NO BATSMEN IS AVAILABLE TO BAT DURING THE BATSMEN’S SUSPENSION, THE INNINGS IS COMPLETED. WARN THE OFFENDING PLAYERS CAPTAIN THAT ANY FUTURE LEVEL I OFFENCE SHALL RESULT IN THE AWARD OF 5 PENALTY RUNS TO THE OPPOSING TEAM UMPIRE TO AWARD 5 PENALTY RUNS TO THE OPPOSING TEAM

LEVEL FOUR OFFENCES THREATENING TO ASSAULT AN UMPIRE MAKE INAPPROPRIATE & DELIBERATE PYHSICAL CONTACT WITH AN UMPIRE PYHSICALLY ASSAULT A PLAYER OR ANY OTHER PERSON COMMIT ANY OTHER ACT OF VIOLENCE

LEVEL FOUR SANCTIONS TOGETHER THE UMPIRES SHALL SUMMON AND INFORM THE OFFENDING PLAYER’S CAPTAIN THAT AN OFFENCE AT THIS LEVEL HAS OCCURRED. THE UMPIRES SHALL DIRECT THE CAPTAIN TO REMOVE THE OFFENDING PLAYER FROM THE FIELD OF PLAY FOR THE REMAINDER OF THE MATCH. IF THE OFFENDING PLAYER IS A FIELDER, NO SUBSTITUTE SHALL BE ALLOWED. HE IS TO BE RECORDED AS “retired – out” AT THE COMMENCEMENT OF ANY SUBSEQUENT INNINGS IN WHICH HIS TEAM IS THE BATTING SIDE.

LEVEL FOUR SANCTIONS (Laws 42.5.2.1 to 42.4.2.5) IF THE OFFENDING PLAYER IS A BATSMEN, HE IS TO BE RECORDED AS “retired – out” IN THE CURRENT INNINGS UNLESS HE HAS BEEN DISMISSED UNDER LAWS 32-39. IF NO BATSMEN IS AVAILABLE TO BAT THE INNINGS IS COMPLETED. WARN THE OFFENDING PLAYERS CAPTAIN THAT ANY FUTURE LEVEL 1 OFFENCE SHALL RESULT IN THE AWARD OF 5 PENALTY RUNS TO THE OPPOSING TEAM. AWARD 5 PENALTY RUNS TO THE OPPOSING TEAM

CONSEQUENCES OFFENCES AT ALL LEVELS WILL BE THE SUBJECT OF A DISCIPLINARY REPORT TO THE APPROPRIATE GOVERNING BODY BY THE UMPIRES CRICKET SCOTLAND, WDCU, ESCA, STRATHMORE UNION

WHAT IS NOT ACCEPTABLE SHOWING THE UMPIRE THE BAT INDICATING AN EDGE AFTER BEING GIVEN OUT LBW BATSMEN STANDING HIS GROUND STARING AT THE UMPIRE AFTER BEING GIVEN OUT EITHER LBW OR CAUGHT BEHIND FLICKING OFF THE BAILS OR HITTING THE STUMPS AFTER BEING DISMISSED STRIKING ANY PART OF THE GROUND SURROUNDS ON LEAVING THE FIELD AND/OR CHANGING FACILITIES AFTER BEING DISSMISSED GIVING A BATSMEN A “SEND OFF” AFTER HE HAS BEEN DISMISSED

WHAT IS NOT ACCEPTABLE - CONT VERBAL PERSONAL ABUSE TO AN OPPONENT AGGRESSIVE APPEALING OR REPEATED APPEALING PLAYERS SURROUNDING THE UMPIRE NOT CARRYING OUT THE UMPIRES INSTRUCTIONS USING SOCIAL MEDIA TO MAKE INAPPROPRIATE COMMENTS

WHAT IS NOT ACCEPTABLE - CONT DELIBERATE ATTEMPTS TO DISTRACT THE BATSMEN Law 41.4 BEFORE OR WHEN FACING A DELIVERY DELIBERATE ATTEMPT DISTRACTION , DECEPTION OR OBSTRUCTION after BATSMEN HAS RECEIVED THE BALL Law 41.5 (mock fielding) FIVE PENALTY RUNS FOR EACH OCCASION

WHAT IS ACCEPTABLE THE BOWLER ASKING THE UMPIRE WHY HIS APPEAL WAS TURNED DOWN ALLOWING THE CAPTAIN TO SPEAK TO THE UMPIRE ON ANY DECISION GIVEN AFTER THE MATCH DISCUSS ANY POINT THAT MAY NEED CLARIFICATION

CAPTAINS RESPONSIBILITY CAPTAIN IS AT ALL TIMES RESPONSIBLE FOR THE CONDUCT OF HIS PLAYERS BEFORE, DURING, AT ANY INTERVALS, AND IMMEDIATELY AFTER THE MATCH. When non playing umpires agree that a level 3 or 4 offence has been committed, it is expected that the captains, responsible for implementing the required actions will carry out their duties. If they do not, the Laws require the umpires to do the following:

CAPTAINS RESPONSIBILITY - Cont IF THE CAPTAIN REFUSES: AWARD THE MATCH TO THE OTHER TEAM IF BOTH CAPTAINS REFUSE: INSTRUCT THE PLAYERS TO LEAVE THE FIELD. THERE IS NO RESULT NEITHER IS THE MATCH CONCLUDED

EVERYONES RESPONSIBILITY TO ENSURE THE SPIRIT OF CRICKET AND THE FUTURE OF THE GAME IS UPHELD CAPTAINS, PLAYERS, UMPIRES, OFFICIALS, AND CLUBS
