2 MAJOR (PENAL) FOULS Law 12 says:
A direct free kick is awarded to the opposing team if a player commits any of the following seven offenses in a manner considered by the referee to be careless, reckless or using excessive force:

3 DEFINITIONS: Careless: Player shows lack of attention or consideration toward opponent when challenging for the ball.

4 DEFINITIONS: Reckless: When a player acts with disregard to the danger to, or consequences for, an opponent

5 DEFINITIONS: Excessive Force: When a player exceeds the necessary use of force and endangers the safety of an opponent

31 12.3 Contact Means Direct Free Kick
If an offence involves contact it is penalized by a direct free kick or penalty kick. Explanation Clarifies that a direct free kick must be awarded if an offence involves contact.

36 Handling the Ball Handling the ball involves a deliberate act of a player making contact with the ball with the hand or arm. The following must be considered: • the movement of the hand towards the ball (not the ball towards the hand) • the distance between the opponent and the ball (unexpected ball) • the position of the hand does not necessarily mean that there is an infringement • touching the ball with an object held in the hand (clothing, shinguard, etc.) is an infringement • hitting the ball with a thrown object (boot, shinguard, etc.) is an infringement

37 Handling the Ball The goalkeeper has the same restrictions on handling the ball as any other player outside the penalty area. Inside their penalty area, the goalkeeper cannot be guilty of a handling offence incurring a direct free kick or any related sanction but can be guilty of handling offences that incur an indirect free kick.

MAJOR (PENAL) FOULS Restart with a Direct Free Kick at point of infraction Except when foul occurs by defender within the defender’s penalty area in which case a Penalty Kick shall be awarded.

Explanation The punishment for an offence against another participant reflects the seriousness of such an action e.g. football sends out a weak/poor message if an offence against a match official is only an indirect free kick.

If the ball is in play and the offence occurred outside the field of play(…) However, if a player leaves the field of play as part of play and commits an offence against another player, play is restarted with a free kick taken on the boundary line nearest to where the offence occurred; for direct free kick offences & a penalty kick is awarded if this is within the offender’s penalty area.

Explanation Law is changed as football would expect that if 2 players leave the field as part of normal action and one fouls the other off the field, a free kick should be awarded. No one would understand if the referee gave a RC/YC and then restarted with a dropped ball (or IDFK). The FK is awarded on the touchline/goal line nearest to where the foul occurred; if this is on the goal line in the offender’s penalty area a penalty is awarded.

Goalkeeper inside own penalty area: Takes more than 6 seconds while controlling the ball with his/her hands before releasing it from his/her possession Regains hand control prior to touch by another Touches ball with hands after deliberately kicked by team-mate Touches ball with hands after throw-in by team-mate

49 MINOR (NON-PENAL) FOULS
Takes more than 6 seconds while controlling the ball with the hands to release it from her/his possession.

50 MINOR FOULS (NON-PENAL)
1 Touches the ball again with his/her hands after it has been released from his/her possession and has not touched any other player.

Touches ball with hands after it has been deliberately kicked by a teammate

Touches ball with hands if received directly from throw-in by teammate
