Meade, MD – USCYBERCOM plans, coordinates, integrates, synchronizes, and conducts activities to: direct the operations and defense of specified Department of Defense information networks and; prepare to, and when directed, conduct full-spectrum military cyberspace operations in order to enable actions in all domains, ensure US/Allied freedom of action in cyberspace and deny the same to our adversaries. (more) JFCC - Global Strike (JFCC-GS) Offutt AFB, NE – Conducts kinetic (nuclear and conventional) and non-kinetic effects planning. GS manages global force activities to assure allies and to deter and dissuade actions detrimental to the United States and its global interests; should deterrence fail, employs global strike forces in support of combatant commander. (more) JFCC - Space (JFCC-Space) Vandenberg AFB, CA – Continuously coordinates, plans, integrates, commands and controls space operations to provide tailored, responsive, local and global effects, and on order, denies the enemy the same, in support of national, USSTRATCOM, and combatant commander objectives. (more) JFCC - Integrated Missile Defense (JFCC-IMD) Schriever AFB, CO – Synchronizes operational-level global missile defense planning, operations support, and the development of missile defense effects for DoD. When directed, also provides alternate missile defense execution support. (more) JFCC - Intelligence, Surveillance and Reconnaissance (JFCC-ISR) Bolling AFB, Washington, D.C. – Identifies and recommends appropriate resources to meet high priority intelligence requirements. Essentially, ISR helps ensure the best use of resources to provide decision makers and troops with crucial information when and where they need. (more) USSTRATCOM Center for Combating Weapons of Mass Destruction (SCC-WMD) Fort Belvoir, VA – Provides the Defense Department with expertise in contingency and crisis planning to interdict and eliminate the proliferation or use of Weapons of Mass Destruction. (more) Joint Warfare Analysis Center (JWAC) Dahlgren, VA – The Joint Warfare Analysis Center (JWAC) provides combatant commands, Joint Staff, and other customers with precise technical solutions in order to carry out the national security and military strategies of the United States. JWAC maintains and enhances its ability to conduct comprehensive technical analysis. JWAC has evolved from a small program office into a joint command of more than 500 personnel. As it grew, it became part of the Joint Chiefs of Staff(1) in 1994, and then was spun-off as an independent joint command subordinate to Joint Forces Command (formerly Atlantic Command) in 1998. In July 2011, JWAC was realigned as a subordinate to Strategic Command as part of the 2010 Department of Defense efficiency initiative. Policy & Procedure Roles Primary Focus Supporting SATCOM Operational Manager (SOM) (CDRUSSTRATCOM) Direct engineering analyses and other performance-related studies Develop and implement processes for detection and identification of international SATCOM EMI and jamming. Develop EMI/jamming resolution COAs in conjunction with JS and JSC. Publishes procedures (SI 714-5) for resolution of non-jamming interference on MILSAT and COMMSAT. Support DoD Interoperability Communications Event (DICE), Joint User Interoperability Communications Event (JUICE). Manage apportioned frequencies supporting exercises Bold Quest and Global Thunder as well as various experiments and Electronic Attack (EA) events to include Multi-National Forces . Program & Execution Roles Global SATCOM Electromagnetic Interference/Attack Assessments Current systems: UFO, DSCS/WGS, Milstar, Commercial Future systems: AEHF, MUOS, IPS Spectrum advisor to Purposeful Interference Resolution Team (PIRT), chaired by STRATCOM J31, mil/commercial joint effort on EMI resolution SATCOM Geo-Location and Remediation Efforts Eagle Sentry, SPIRIT, RAIDRS, and “others” Support COCOM Mobile Training Team deployments with subject matter experts to various theaters as needed. Provide support at the DoD TF UAS Frequency & Bandwidth IPT chaired by DoD CIO. Operational Sponsor and User Representative for the Global Electromagnetic Spectrum Information System (GEMSIS). Orchestrate Multi-Role Tactical Common Data Link (MR-TCDL) and High Altitude Electromagnetic Pulse (HEMP) testing and assignments. USSTRATCOM has several global mission areas; the three operational areas are: Strategic Deterrence, Space Ops, and Cyberspace…SPACE OPS = SOM USSTRATCOM spectrum management not traditional CONUS base support or geographic COCOM support for frequencies – we work closely with JTF-GNO (Global SATCOM Support Center) to resolve global SATCOM interference issues and write policy - PIRT—Purposeful Interference Resolution Team, chaired by Mr. Dave Gay, STRATCOM J66. Unified effort to share information between DoD, national, and commercial interests to track down interference sources by using resources between all entities GEOLOCATION efforts—Global SATCOM is a high-demand, low-availability resource vulnerable to intentional/non-intentional uplink interference. Geolocation systems an ever-increasing need to protect MILSAT and COMMSAT SDB review--STRATCOM has Technical and operational review; inputs reviewed at monthly Joint SATCOM Panel International Partners section work with US partner nations to coord use of each other’s resources POLICY—714-5 explained in that slide (hyperlink to 714-5 on this slide—to return, hit “return” button on the 714-5 slide) Also, a hyperlink to CJCSI 6250, also has a return button. Global Electromagnetic Spectrum Information System (GEMSIS) USSTRATCOM J666 JFMO 02 Dec 2009 USJFCOM was designated as the Operational Sponsor and Use representative for the GEMSIS program. 01 Jun 2011 USSTRATCOM was designated as the Operational Sponsor / User representative for the GEMSIS program. 17 Nov 2011 briefed the C4/Cyber Functional Capabilities Board (FCB) on Increment 2 Capabilities Development Document. Major Events/Efforts in 2011 Empire Challenge and Bold Quest 11 Successful execution and EA events Performed multiple reverse Mode 5 operations with multi-national partners Interference Resolution: Engaged with Brazil (GoB) through FCC and DoS to assist in EMI mitigation. Monthly statistics and EMI geolocations provided to GoB to aid in law enforcement activity within their country. USSTRATCOM CAT 1 exercises included Live Fire events to test and further refine our process/procedures (SI 714-5)

Major Events/Efforts in 2011 Light Squared Activities USSTRATCOM MEMO sent to OSD/ DoD CIO to ensure operational concerns were addressed. Awaiting final assessment of testing results/report. 1755-1850 MHz Spectrum Feasibility Study Provided OSD/JS COCOM operational impacts. Awaiting consolidated recommendation to validate impacts.

Major Events/Efforts in 2011 Rapid Attack Identification, Detection, and Reporting System (RAIDRS) RAIDRS is a Space Situational Awareness (SSA) and Defensive Space Control (DSC) system designed to: Detect, Identify, Characterize, Geolocate, and Report SATCOM EMIC-, X-, Ku-, and UHF bands. On track to meet IOC (Sep 12) and FOC (Sep 13) Hawaii - Cement poured, Shelter in place, equipment on site Cape Canaveral - Cement pads and ring-walls poured Misawa - Site design complete, site prep begins Nov 11 Kapaun - Site design kickoff Nov 11 (in-progress) CENTCOM - Basing Decision Memorandum awaiting Gen Shelton’s approval. AEHF Note The first AEHF spacecraft has arrived at its orbital slot and testing has begun to examine parameters for officially placing it into the protected ring. There are new relationships to consider in our operational management of this constellation. Requires shift in thinking on how we make changes, planning, management, and operations UNCLASSIFIED

International Partner Operations Note The new WGS Multilateral MOU between the US, Canada, Denmark, Luxembourg, Netherlands and New Zealand, is expected to be signed in December 2011 . All except New Zealand “could” be operating on WGS by the end of the month. Lets agree to operate together UNCLASSIFIED

Note Policy Updates CJCSI 6250 Our current policy documents need to be updated. The language still address our MILSATCOM environments of the past.
