Project ADMIN -improvement of the use of administrative sources Applied for ADMIN project in: 2015/2016 (first ADMIN project) 2016/2017/2018 (second ADMIN project)

Project ADMIN -improvement of the use of administrative sources Croatian Bureau of Statistics (CBS) has applied for ADMIN project (Improvement of the use of Administrative sources) in order to: examine the possibility of using existing data sources for the 2021 Census, improve the quality of data, reduce the number of questions in the Census Questionnaire and create a certain preconditions for the establishing future population register.

Agreements CBS has initiated and developed a cooperation agreement in the field of mutual exchange of information with: Croatian Institute of Public Health Croatian Institute for Pension Insurance Croatian Institute for Health Insurance Ministry of Administration Agreements describe the general provisions about the cooperation, the method and the time of data delivery, use of data, dissemination and data quality.

PIN- personal identification number Direct identifiers that were collected in the 2011 Census were OIB ("PIN”- personal identification number) and identity card number As the number of identity cards is variable and it is not possible to verify its correctness by the algorithm, the use of data from administrative sources has been applied In that process, data of Ministry of Interior were used, which provided quality control of persons enumerated more than once

"Four solid points" As data from administrative sources are not sufficient for full control of persons enumerated more than once other data from the Census questionnaire were also used, namely, so called "Four solid points" first name, family name date of birth and place of birth.

Advantage and disadvantage of the Croatian statistical system The major advantage of the Croatian statistical system is availability of unique identifier (PIN) that is generally used for administrative purposes. The same identifier has been also used in the last population census. The identifiers of dwellings and households used in the previous census are intended solely for the purpose of establishing links between persons living in one particular housing unit with their dwelling and between persons and their households. But these statistical identifiers cannot be used in other statistical databases as there is no common general key.

Registers that are used in CBS Statistical Business Register (SBR) is a database of legal units, enterprises, local units and enterprise groups that operate on the territory of Republic of Croatia. Spatial Statistical Register is maintained centrally as an alphanumeric database, but also exist graphical database which is compatible with GIS software. The database contains all territorial units maintained by SGA including statistical districts and census districts. The contents are updated continuously.

Register of persons with disabilities One of the best registers in Croatia for which the Act regulates the method of collecting data about the: cause, type, degree and severity of health impairment, the rights of persons with disabilities, methods of processing and use of data, as well as the data protection.

Register of persons with disabilities and next Census Because of all mentioned above, the CBS for the next Census: seriously intends to consider the use of the Register of Persons with Disabilities to obtain data about the disabled persons and their characteristics, omit the questions on disability from the Questionnaire in order to reduce their number, and thus shorten the time of data collection, reduce workload of the respondents and simplify the enumeration.
