Four main pillars - Legislation

Four main pillars – Q Rep standards Euro SDMX Metadata Structure (ESMS) recommended for user-oriented quality reporting. Emphasis on the principles of the Code of Practice related to the statistical output (principles 11-15) ESS Standard for Quality Reports Structure (ESQRS) recommended for producer-oriented quality reporting. Emphasis on the principles of the Code of Practice related to the statistical processes (principles 7-10) SIMS (Single Integrated Metadata Structure) was obtained by integrating and harmonising the concepts of the two already existing ESS standards

Four main pillars – Q Rep standards (cont.) ESSC November 2015 - Opinion on SIMS 2.0 The ESSC endorsed SIMS 2.0 and its underlying reporting structures, ESMS 2.0 and ESQRS 2.0. SIMS will be the standard for quality reporting according to Article 12 of Regulation 223/2009 on European statistics. Timeframe - implementation by end of 2018 of SIMS 2.0 / ESMS 2.0 and ESQRS 2.0 in the different European statistical domains. In June 2018, expected rate of implementation: 70%

Four main pillars - Guidelines and advice New edition of the ESS Handbook for quality reports to be disseminated in June 2019. Full alignment with SIMS 2.0 New description of statistical processes Layered approach for innovative developments.

Challenges - Harmonisation Achieving as much as possible a harmonisation of the standards and guidelines used for Quality Reporting across domains. The ESS Handbook on quality reporting should be the first and most important point of reference for all domains, giving plenty examples of use for different sources of data and statistical domains. Legislation concerning quality reporting must be harmonised across domains to the extent possible.

Challenges- Interoperability Issues when mapping national collections to European ones: There are some issues concerning the inter- operability of the national metadata systems and the ESS Metadata Handler. The ESS Metadata Handler tool will be shared with countries so that it can be adapted for national use.

Challenges - Coordination More centralised work and coordination in each national statistical authority and in Eurostat is also needed to provide support, advice and training of staff. Coordination of the NSI within a country with the ONAs (Other National statistical Authorities) is also necessary for quality reporting.

Challenges Countries should also be strongly encouraged to publish their national quality reports.
