2 What is the ESS Metadata Handler?
The ESS Metadata Handler is a web based application for reference metadata production, exchange and dissemination in the ESS; Implements the ESS metadata standards (ESMS, ESQRS, SIMS,..) This web application combines the former National Reference Metadata Editor (NRME) and the Explanatory Metadata Information System (EMIS)

to streamline and harmonise metadata and quality reporting in the ESS and to decrease the reporting burden on the statistical authorities by creating an integrated and consistent quality and metadata reporting, a dynamic inventory of ESS quality and metadata statistical concepts has been created: the Single Integrated Metadata Structure (SIMS).

4 ESMS, ESQRS and SIMS relation - 2
All statistical concepts of the two existing ESS report structures (ESMS and ESQRS) are included in SIMS. SIMS is dynamic in the sense that additional statistical metadata and quality concepts can be included if needed in the future.
