Impact of the SAF 2020 Budget Proposal on CITEL OSCAR LEÓN Executive Secretary Inter-American Telecommunication Commission (CITEL)

Activities related to / foreseen with the program Impact on CITEL Functions Programs Activities related to / foreseen with the program Technical Cooperation Technology Transfer Digital Capacity Building Continue implementing outputs with the companies of the 2030 ICT Alliance; and add other companies: Expand delivery of Digital Classrooms to Caribbean countries Develop community network projects with the Internet Society (ISOC) Develop and implement connectivity in 100 localities of Central America and the Caribbean Impact telemedicine project development: medical robots, Internet connectivity Strengthen the Telecommunication/ICT/Radio training programs Developing integrated inter- pillar programs Develop projects to promote connectivity and content for women in rural areas Develop the Amateur Radio project for disaster relief in the Caribbean Verify implementation of UHF/VHF frequency agreements in the Caribbean and Central America

CITEL Overall Status We must protect and strengthen the CITEL, RES. 80 (VII-18) Strengthening CITEL within the OAS DEC. 103 COM/CITEL (XXXV-18) Request from the OAS General Assembly USD 253,000 Regular Fund The cut directly affects the work and initiatives of CITEL The initiatives provide the OAS the greatest benefits They promote the entry of new Associate Members They publicize the ICT progress made by the OAS/CITEL Agreed on by the countries: Maintain the amount of the Regular Fund Ensure the OAS contribution to promote access to ICTs Promote freedom of speech Connect the unconnected CITEL Understands the budgetary difficulties Is committed to supporting the OAS Proposes improving the already efficient management of scarce resources We must protect and strengthen the CITEL, given the excellent results it has shown
