2. Resolution 2802  Reaffirm its commitment to the promotion and protection of all the human rights of people vulnerable to, living with or affected by HIV/AIDS  Continue supporting the efforts of the IACHR and the CIM: –Analyze the legal and regulatory framework governing HIV/AIDS, in the context of the international and inter-American commitments acquired by the member states ; and –Promote and protect human rights and fundamental freedoms, with particular attention to people vulnerable to, living with or affected by HIV/AIDS. Promotion and protection of the human rights of people vulnerable to, living with or affected by HIV/IADS in the Americas

3. Resolution 2802  Urge the GS/OAS to strengthen cooperation with the international agencies working on topics related to HIV/AIDS through the exchange of experiences and best practices and the organization of joint activities  Urge the GS/OAS to strengthen its cooperation with PAHO and UNAIDS by means of a cooperation agreement, and to develop a plan of action  Urge the GS/OAS to include projects and programs for people vulnerable to, living with or affected by HIV/AIDS, in its fund-raising for specific projects Promotion and protection of the human rights of people vulnerable to, living with or affected by HIV/IADS in the Americas

4. Resolution 2802  Urge the GS/OAS to continue encouraging the participation of people vulnerable to, living with or affected by HIV/AIDS in OAS fora and meetings  Work with PAHO, in the framework of its Directing Council, to declare 2015 the “Inter-American Year to Promote the Human Rights of People Vulnerable to, Living with or Affected by HIV/AIDS” Promotion and protection of the human rights of people vulnerable to, living with or affected by HIV/IADS in the Americas

5. Progress to-date CIM  Project on “Human rights, HIV and violence against women in Central America and the Caribbean” (2009 – present)  Competition for “Good practices and innovative approaches to gender, young women and HIV in Latin America” (UNAIDS, CIM & Development Connections)  Development of a Toolkit on the human rights of young women living with HIV (UNAIDS, CIM & Development Connections) Efforts of the IACHR and the CIM to promote and protect human rights and fundamental freedoms, with particular attention to people vulnerable to, living with or affected by HIV/AIDS

6. Progress to-date IACHR  Establisment of the Economic, Social and Cultural Rights Unit, which will address the issue of HIV  Establishment of the Rapporteurship on the Rights of Lesbian, Gay, Bisexual, Trans and Intersex Persons  Report on “The right of children to family. Alternative care: Ending institutionalization in the Americas” (situation of children living with and affected by HIV)  Hemispheric Report on Violence and Impunity against LGBTI persons in the Americas (forthcoming 2014) - section on “Criminalization against LGBTI persons and HIV prevalence” Efforts of the IACHR and the CIM to promote and protect human rights and fundamental freedoms, with particular attention to people vulnerable to, living with or affected by HIV/AIDS

7. Progress to-date  Competition for “Good practices and innovative approaches to gender, young women and HIV in Latin America” (UNAIDS, CIM & Development Connections) –Women living with HIV, sex workers and trans women in Bolivia –Festival of the female condom in Argentina –Young people and ICTs in the response to the HIV epidemic in Latin America and the Caribbean (Peru) –Using art to address prevention of HIV/STIs in Puerto Rico –Lesbians, bisexuals and HIV: Reflections from young women in Mexico Strengthen cooperation with the international agencies working on topics related to HIV/AIDS through the exchange of experiences and best practices and the organization of joint activities

8. Progress to-date  OAS/UNAIDS report on the social and human rights dimensions of HIV/AIDS in the Americas –Signing of the collaboration agreement with UNAIDS –Draft outline of the report (areas of work specified in the cooperation agreement):  Desk review of existing literature and data in order to identify and fill information gaps – UNAIDS, IACHR and CIM reports  Questionnaire to the States on specific issues  Participation of civil society, particularly networks of people living with HIV  Focus on vulnerable populations (2011 Political Declaration) Strengthen cooperation with the international agencies working on topics related to HIV/AIDS through the exchange of experiences and best practices and the organization of joint activities

9. Progress to-date  The Cooperation Agreement between the OAS and UNAIDS was signed on January 9 th 2014: –Protection of the human rights of people living with HIV, particularly women and children, against gender-based violence –Fostering a culture of inclusion and non-disrimination, particularly as regards LGBTI persons and sex workers –Collaboration between the OAS Youth Network and the HIV+ Youth Network –Support to sustainable funding of access to HIV-related services –Organize joint activities – such as round-tables, lecture, etc. as well as information and education campaigns  A work plan is being developed to implement this cooperation agreement Strengthen cooperation with PAHO and UNAIDS by means of a cooperation agreement, and to develop a plan of action http://www.oas.org/documents/eng/press/memorando_de_entendimiento-UNAIDS-01-09-14.pdf
