Assam Rupsi Non-operational Airport of AAI. Bodoland Territorial Council has agreed for the development of Rupsi airport in lieu of Greenfield airport at Kokrajhar subject to a two lane road between airport and Kokrajhar Town to be developed. Development plans Develop the airport for ATR-72 operations at cost of Rs. 94 crores. In 2nd phase develop the airport for A-320 operations for which additional land required to be provided by State Govt. free of cost.

Navigational/Surveillance Aids NDB,DVOR,DME,ILS Night Operation Facilities Facilities available are Rwy lights, Taxiway lights, PAPI, Approach lights and obstruction lights(5). The airport is now certified for Night Operations by DGCA . Work in progress Expansion of Apron & Taxiway Projects planned – For upgradation of airport. Extension of Runway upto 11,500 ft. to accommodate bigger aircraft State Government has handed over 640 Acres of land. Perimeter Wall to be constructed by State Govt. as deposit work for AAI. MoU signed.

Mizoram Lengpui (State Govt.) Facilities Night Operation Facilities Runway 8200 ft Apron-No. of Bays ATR 2 B737/A321 2 Terminal capacity (Arr + Dep) 200 Pax. Navigational/Surveillance Aids NDB,DVOR,DME,ILS* * ILS has been installed and flight trials have been completed. Safety assessment is being done and equipment will be commissioned subsequently. Night Operation Facilities Facilities available are Rwy lights, Taxiway lights, PAPI Projects planned – For upgradation of airport Expansion of Apron. Construction of Isolation Bay. CAT-I Approach lights. A new site at Humunpui has been identified for Installation of addl. DVOR .Govt. of Mizoram needs to construct 5 Km jeepable road has been requested to carry out civil works related to installation of additional DVOR. Strengthening of Rwy( To be undertaken by State Govt.) Pending issues CNS/ATM agreement yet to be finalized by State Govt.

Projects planned – For upgradation of airport Expansion of Apron to park 4 no.’s A321 aircraft. Expansion of Runway upto 7500 ft Further up gradation of Airport. DPR being prepared. Pending issues – Land Acquisition Acquisition of 214 acres of land by State govt.

Shillong Airport (Barapani / Umroi)

Meghalaya Tura (Baljek) - State Govt. Facilities Runway 3675 ft Apron-No. of Bays ATR 2 Boeing/Airbus - Terminal capacity (Arr + Dep) 40 Pax. Navigational/Surveillance Aids NDB Night Operation Facilities Only PAPI at both ends of Rwy Projects planned Extension of Runway upto 1400 m Pending issues – Land Acquisition Acquisition of 48 acres of land by State Govt. Other Issues State Govt. has proposed AAI to take over the Airport for operations and maintenance. AAI has recommended State Govt. to fund the cost of Operations and Maintenance through NEC grant of Rs. 3.50 cr per annum, with annual escalation.

Navigational/Surveillance Aids NDB,DVOR,DME,ILS Night Operation Facilities Facilities available are Rwy lights, Taxiway lights, PAPI and Approach lights. Night Operations taking place Works completed/ in progress Technical Block completed. New Control Tower in progress Strengthening of existing runway in progress. Relocation of GlidePath. Providing Basic strip and expansion of operational area. Pending issues – Land Acquisition Request for 303 acres of land for Airside / Cityside development pending with State Govt.

aGARTALA airport

Tripura Kamalpur Kailashahar Khowai Non-operational airport. Master plan prepared for development of airport. for ATR72-500 type of aircraft. Additional land of 50.5 acres required and request has been made to State Govt. free of cost for development of the airport for ATR72 operations. Kailashahar Non-operational airport ,not feasible for ATR operations as Rwy extension not possible due existence of state Highway on one side and River on other side. State Govt. has expressed its inability to divert the state road and has desired airport up gradation for small aircraft only. Khowai Very close to Agartala, hence non viable. Only Kamalpur Airport is feasible to be developed for ATR-72 Operation, subject to additional land.

Arunachal Pradesh Non – Operational Airports Along (State Govt.) Suitable for Helicopter operations only To be developed by Ministry of Defense as per Govt. decision. MoU already signed. Ziro (State Govt.) Passighat To be developed by Ministry of Defense as per Govt. decision. Land allotted by Arunachal govt. to MoD for operational use and maintenance on 99 year lease. Tezu (State Govt.) Suitable for Helicopter operations only. AAI entrusted to develop, operate and maintain the airport for ATR operations. Govt. has approved construction of Tezu airport at a cost of Rs. 79 crores subject to transfer of ownership of airport and additional land to AAI by Govt of Arunachal Pradesh. Land / Aerodrome take over expected shortly. Work will commence thereafter. Daparizo (State Govt.) AAI entrusted to develop the airport. Study has been undertaken by AAI which has concluded that airport can be developed for VFR operations only for 20 seater aircraft subject to removal of identified obstructions by State Govt.

Arunachal Pradesh Greenfield Airport Itanagar New Greenfield airport planned. Estimated Cost Rs.989Cr (IFR / ILS) To be funded as 90% Govt. grant and 10% by DONER Ministry .

Sikkim A new Greenfield airport is under construction at Pakyong (Gangtok) in Sikkim at a cost of Rs. 309 crore with likely date of completion being Jan. 2012. Helicopter Operations in NER Pawan Hans Helicopters Ltd (PHHL) is providing helicopter services in the following North-Eastern States under the aegis of following State Governments: Arunachal Pradesh Nagaland Meghalaya Sikkim Tripura Jagson Airlines is operating passenger services in Arunachal Pradesh under the contract with Arunachal Pradesh Government with MI-172 helicopter.

Model of Financing Projects in NER An MOU has been signed in the year 1992 and year 2000 (i.e 07/04/2000) between AAI and NEC for development of Airports infrastructure in North eastern Region . The MOU includes NEC initiatives schemes and PM Initiative schemes in which works are to be executed by AAI . Rs. 238.76 crores were spent on projects in NER during Xth Plan. Rs 357.98 crores have been spent so far in first three years of XI th plan for NER projects. AAI has taken lot of initiatives for improving airport infrastructure by way of constructing new Terminals , expansion of apron, runway extension and overall modernization of airports inspite of incurring losses for operation and maintenance of the airports in North Eastern States.

Issues AAI request release of funds from the DONER/NEC for completed / in progress / planned projects irrespective of DPR. Closure of the old MoU and settlement of `196 Cr on account of NEC, after due reconciliation. Development requirement of NER ----- New proposed schemes be taken up on priority. Develop Guwahati as Hub in North East to boost air traffic and Cargo. New Terminal buildings at Guwahati, Silchar, Imphal and Jorhat for sustained growth. Provision of Hangers at Guwahati, Agartala, Dibrugarh & Imphal. AAI also request DONER/NEC to coordinate with the State Govts for early resolution of issues like land acquisition and signing of MoUs.
