MATRIOSCA - AAP WS 3 – How to use an EGTC for integrated territorial development? Brussels, 19th June 2008 Tatjana RENER Republic of Slovenia Government Office for Local Self-Government and Regional Policy

Long-tradition of Co-operation without Co-ordination Who we are? MATRIOSCA_AAP Motives behind.. Future mission MA JTS AA WC CBC MA,JTS IBs JTS IB Long-tradition of Co-operation without Co-ordination

Inputs from MATRIOSCA-AAP: The legal form must follow the content… Common Strategy – 4 macro-themes Territorial development and polycentric system Infrastructure with prominent large-scale impact Excellence of knowledge networking Innovative small-business clustering Proposal for Institutional setting - Draft EGTC Statute 6 Project ideas Follow-up: through the transformation of Alps Adriatic Working Community – 30 years of tradition

The discussion of an EGTC AAP Statute is about the mission The Objectives and Tasks: “transnational governance” functions to improve visibility of entire region AAP following the “needs” of the territory: instead of competition between different regional solutions, political level has to complement among each other in order to become more strategic towards wider Europe joint projects of transnational importance - considered as the "core process“-make it “more binding” foster a lively community by providing "meeting places" and permanent technical support –secure integrated approach

Membership EGTC AAP The local/regional authorities and national governments jointly in a single cooperative structure on an asymmetrical basis, this new opportunity opens huge potential for delivering integrated territorial policies Further members of other sub-national levels will impact to the core mission defined by the Statute? Third countries: a need for separate framework agreements

Legal issues National provisions for the implementation of 1082/2006 Reg. Adopted by Hungary and Slovenia Slovenia: Registration procedure according to the private law, tasks limited to the projects supported by EU Structural Funds – all programme structures of Territorial programmes already in place, therefore transitional period for the mission of an EGTC AAP till 2013

Organisation transition: AA WC into an EGTC AAP Assembly/President Plenary Session / Presidium The Commission of Executive Officers Technical Secretariat/ Director General Secretary Secretariat/ Dislocated/ Focal point Permanent Staff Secretariat/ Dislocated/ Focal point Working groups Project groups Secretariat/ Dislocated/ Project groups Secretariat/ Dislocated/ Focal point Organisation transition: AA WC into an EGTC AAP

Departments for External Relations secretariats Sectoral Departments Programme Authorities Objective 3 Precondition: reorganising the internal “cohesion”

CENTRAL SEE NAT-REG

The added value of an EGTC AAP? Committment of partners to the shared vision of the territory The balance between the scale/number of partners needed for the effective “critical mass” – in order to justify strategic concentration/integrated approach Increased cohesion and visibility within EU Co-ordinated response to globalisation challenges

Open issues of an EGTC AAP? Which territory is the most appropriate? Each member needs first it’s own strategy and changes of it’s political environment, national cohesion of tasks, responsibilities for the territorial cohesion and guarantee the support by approriate competent representatives in different organs, to be reorganised..

The future mission of an EGTC AAP is to plan..to organise.. to implement…
