Background Desire to seek to increase transparency of capacity charge setting process by publication of capacity charging model data used in model (e.g. nodal annual supply/demand forecasts) UNC restricts release of nodal demand forecasts to: LDZ Supply Points, aggregated basis by LDZ NTS Supply Points, aggregated basis for Total System Mod 0134 raised to seek to remove such restrictions

0134 Modification Proposal Remove restrictions to allow publication of nodal annual NTS demand forecasts used to: set indicative or final capacity charges under the Charging Methodology determine indicative capacity charges under proposed amendments to the Charging Methodology Limit to three Gas Years ahead to preserve commercial confidentiality

DN Demand Data Clarification has been sought as to how the DN Demand data required for the Charging Model will relate to the Planning Process The DN Demand data used for charge setting reflects data utilised for the current Ten Year Statement (TYS), which is in turn based on the current agreed OCS data Example – Transmission Transportation Charges to be applied from 1 Oct 2007. Based on December ’06 TYS, which utilises the Sept 06 OCS data

Release of Commercially Sensitive Information Concerns have been raised that the release of the Nodal Demand Data may have commercial implications Limit to following three Gas Years i.e. for charges to be applied from 1 Oct 2007, we would only release data for 2007/8, 2008/9 & 2009/10 If proposal GCM 01 (introduction of Transportation Model) vetoed, would need to consider changes to forecast data used within Transcost – currently based on 10 years
