Progressivism Under Taft and Wilson Chapter 11 Section 3 Progressivism Under Taft and Wilson

William Howard Taft Handpicked by Teddy Roosevelt for president Teddy and Taft were good friends Taft can’t control Congress like Teddy did. Vows to continue progressive reforms but doesn’t appoint a Progressive to his cabinet. Signs the Payne-Aldrich Tariff that lowers tariffs on imported seaweed and birdseed.

William Howard Taft Ballinger-Pinchot Affair -Gifford Pinchot is head of the US Forest Service -Richard Ballinger is Secretary of the Interior opposes conservation of federal lands. -Ballinger leases federal lands with coal in Alaska to business friends. -Pinchot objects so Taft fires him.

Teddy Roosevelt the Progressive 1910-returns home from a two year safari in Africa. Campaigns for Progressive candidates in midterm elections. Comes up with a new plan called New Nationalism.

Teddy Roosevelt the Progressive Challenged Taft for the Republican nomination for president in 1912 and lost. Progressive Republicans are angry and start their own political party which nominates Teddy Roosevelt. This splits the Republican Party. The Bull Moose becomes the Progressive Party’s symbol.

The “Bull Moose” Progressive Party Platform Tariff reductions Women’s suffrage Regulation of business Child labor reform 8 hour work day Federal workers compensation system Direct election of senators

Teddy Roosevelt the Progressive Shot while giving a speech, but continues for another one and a half hours. Mudslings with Taft while Wilson stays out of it and lets them destroy each other.

Taft’s Record Broke more trusts in four years than Roosevelt in seven. Supported the 16th and 17th amendments Supported the Child’s Bureau

Wilson’s New Freedom Campaign Democrat Was governor of New Jersey Stays out of Taft and Roosevelt’s mudslinging Promises to enforce anti-trust laws Wants to lower tariffs

Four Way Election Taft-Republican Roosevelt-Progressive Wilson-Democrat Debs-Socialist Who wins?

Wilson As President Reduced tariffs from 40% to 25% Makes up for loss of revenue by passing federal income tax. Passes the Clayton Anti-trust Act which spells out activities big business can not engage in such as price cutting. Creates the Federal Trade Commission that orders businesses to stop unfair business practices. Allows unions to exist as long as their activities did not lead to “irreparable injury to property”.

Wilson As President Overhauls the US banking system. Creates the Federal Reserve System which becomes a federal bank for local banks to try and prevent bank failures. Divides the US into 12 banking districts.

Wilson As President 1916-Runs for reelection and wins with the campaign that he kept us out of WWI that began in 1914.

Limits of Progressivism Progressives did little to aid: -farmers -non-unionized workers African-Americans *Most of Progressivism comes to an end when the US enters WWI. Only women’s suffrage continues a strong fight.
