Reporting on PoMs Marine Directors adopted recommendation on PoM-MSFD on 24-25 November 2014 Update timelines to March 2016 Since last meeting, I would like to highlight 2 points to you . Firstly to remind you of the approach to reporting of PoM of MSFD, in link with the WFD, on the basis of recommendations adopted in nov 2014 Secondly to look at the agenda until march 2016 European Commission DG Environment Unit C.2 Marine Environment and Water Industry

Approach to reporting of PoMs of MSFD, in link with WFD Avoiding duplication of reporting and assessment between MSFD and WFD Same approach as WFD reporting on PoMs Focus on use of Key Types of Measures (KTMs) and indicators (= MSFD targets) KTMs relate directly to the problems (pressures) which need to be reduced Builds upon WFD reporting WFD measures which also contribute to MSFD are reported under WFD WFD reports amended to allow links to MSFD reports On the approach to reporting of the PoM under MSFD, in link with WFD : The main aim is to avoid any duplication of reporting and assessment between MSFD and WFD. So for MSFD, The same approach as WFD reporting has been used. There is a focus on the use of Key Type of Measures and indicators, for measure that contributes to the GES of marine waters or to the MSFD targets. KTM relates directly to the pressures, which need to be reduced. The reporting of MSFD PoM has been built upon WFD reporting : so WFD measures, which also contribute to the GES of marine waters or to the MSFD targets are reported under WFD. Approach to reporting of PoMs of MSFD Outline contents for text-based report, ("Summary report") Is composed of general questions, measures (linked to KTMs), exceptions (if any) Prepare for Public Consultation Provide report to COM Focused reporting to COM (xml), ("Reporting sheet") Reporting of key information (data) to be used for statistics and Art. 16 assessment Report on relevant geographic area, targets, GES Descriptors and Annex III elements The MSFD POM reporting is composed on text-based report, the summary report and XML. The outline contents for text-based report, the so-called "summary report" includes general questions, measures (linked to KTMs), exceptions (if any). It enables the preparation for Public Consultation. And it provides report to the COM. And the Focused reporting to COM on XML format . is reporting key information (data) to be used for statistics and for the Art. 16 assessment established by the Commission (for memory - Art 16 extract: " …. The Commission shall consider the coherence of PoM within the different marine regions or subregions and across the Community . ….the Commission informs …the MS concerned … whether the PoM are consistent with the MSFD and provides guidance on any modifications (on the PoM) it considers necessary".) . Is on relevant geographic area, targets, GES Descriptors and Annex III elements (characteristics, pressure and impacts). Deadline for reporting : latest by 31/3 /16 MSFD PoM Timelines to March 2016 Timeline Action Responsible May-June 2015 Member States testing of xml/web forms Member States 19 June 2015 DIKE meeting COM July-September 2015 Finalisation of xml and web forms Set up of resource webpage Atkins COM and EEA follow up as needed October 2015 DIKE meeting (5-6 Oct.) Release of reporting package for Member State use October 2015 onwards Helpdesk Atkins, EEA End of March 2016 Member States report on PoMs (text-based reports and xml). Deadline for reporting : latest by 31/3 /16 Now on the MFSD timelines to march 2016. Further event to keep in mind : The MS testing on WML and Web forms on MSFD reporting will take place in May-June. The Working Group on Data, Information and Knowledge Exchange will meet on the 19th June 2015. Then from July to September 2015 : Atkins will finalize the XML and web forms, they will set up the IONET resource webpage. The COM and EEA will follow up those 2 steps as needed Then Working Group on Data, Information and Knowledge Exchange will meet again on the 5th and 6th October . And by the end of October all the POM reporting package including guidance, IONET updated webpage will be release to Member States for use. From October 2015, Atkins will ensure the helpdesk Just a reminder, the MS have to report at the latest by the 31/03/2016 on their MSFD PoM. So the next crucial step will be the testing. If any issues coming up we can address it on the next DIKE meeting on the 19th June 2015. Many thanks for your attention.
