3 MSFD State of Affairs of the CIS
Member States are to: provide assessement of the environmental status of their marine waters prepare a determination of what Good Environmental Status (GES) means establish of environmental targets (articles 8,9 and 10) Notification by 15 October 2012 The Commission: Assessment of these elements as well as coherence within the marine regions and across the EU (article 12) => target of completion is autumn 2013

4 MSFD and WSD Common subjects: Chemical substances - common substances
Biological quality elements - methodologies, indicator development Reporting - mutual benefits in reporting WFD intercalibration process Finished, but no conclusion yet of e.g. biological elements in all coastal or transitional waters (=> December 2013) Important to ensure comparability between different MS approaches also in coastal areas Assessment standards, targets and measures can contribute to needs for the MSFD

5 WFD-MSFD workshops Workshop on synergies and differences between MSFD and WFD, Paris June 2012 Aim: to identify and analyse discrepancies and similarities of the two directives, to point out difficulties in their implementation MSFD workshop on Eutrophication and Contaminants, JRC Ispra, Italy October 2012 Aim: Further discussion on MSFD descriptors 5, 8 & 9

6 Questions to workshop participants:
Can the assessment standards and monitoring methods be applied beyond WFD waters (offshore)? Can WFD assessments (fine scale water bodies) contribute to MSFD assessments (board scale regions)? Can measures under WFD be expected to deliver the majority of MSFD needs (on the basis that the majority of nutrient inputs are land-need. There may be a need to address additional sources from air (e.g. Baltic). Can policy implementation for the two Directives with regard to eutrophication issues be brought together to avoid duplication/maximise effect/ensure effective communication with stakeholders? Can the MS assessments be aggregated up to regional/EU level to provide a harmonised map of eutrophication status?
