MDG MONITORING: EXPERIENCES OF KYRGYZ REPUBLIC NATIONAL STATISTICAL COMMITTEE KYRGYZ REPUBLIC MDG MONITORING: EXPERIENCES OF KYRGYZ REPUBLIC Turdubayeva Chinara Head of Compilation and Information Section 8-11 November 2010, Geneva

Kyrgyz Republic Capital – Bishkek (population of 836,600); Area: 199,900 km2 Almost 90% of the area is 1,500 m above sea level. Population as of 1 January 2009 – 5.3 million. Borders on Kazakhstan, Tajikistan, Uzbekistan and China. Over 100 ethnicities live in the country.

Progress towards MDG indicators: Key milestones 2000 – representatives of 191 countries, including Kyrgyzstan, adopted the Millennium Declaration. 2001-2003 – MDG matrix elaborated. 2003 – First National MDG Report prepared by Kyrgyz Government together with UNDP. 2008 – Second National MDG Report prepared by Presidential Administration together with UNDP. Kyrgyz National Statistical Committee (NSC) provided information support for the preparation of the first and second national MDG reports.

To meet these obligations Kyrgyzstan is aimed to: reduce poverty; achieve sustainable human development through provision of access to education and health; ensure gender equality; reduce child mortality rate; improve children’s health; reduce HIV/AIDS prevalence rates; ensure environmental sustainability.

MDG Indicators: Data Sources Administrative data. Current statistics. Survey data: - Integrated Sample Household and Labour Force Survey; - population censuses; Data of international organizations: UNICEF, UNESCO, UNDP, WB, ADB, International Monetary Fund (IMF).

MDG Monitoring in Kyrgyz Republic At present NSC is ensuring monitoring of the Country Development Strategy (CDS). MDG indicators are integrated into 2009-2011 CDS. CDS monitoring and evaluation matrix includes considerable number of MDG indicators, which demonstrates serious attitude of the government to considering MDGs as guides for strategic decision-making.

MDG Monitoring Global goals and targets were adapted to the national conditions. MDG 2 requiring achievement by 2015 of universal primary education has been achieved. At the moment MDG for Kyrgyzstan is formulated as achievement of universal secondary education. Kyrgyz Republic has no agency that would coordinate preparation of statistics by ministries and agencies for estimating MDG indicators and assess data quality.

Publication and Dissemination of MDG Indicators In cooperation with UNICEF, a database in the format of Devinfo was developed to be used for monitoring gender indicators. Monitoring findings are widely used not just by national ministries and agencies but by international organizations and offices represented in the country as well.

Issues Lack of international indicators in monitoring of MDG indicators Lack of resources for more detailed sample surveys. Unreliability and poor quality of administrative data sources (HIV/AIDS and other transmitted diseases, environment, unemployment, ICTs, use of small samples).

MDG Monitoring: Perspectives Gradual incorporation of MDG indicators currently missing in the CDS Indicators Matrix into its structure. Improvement of dissemination and access to MDG indicators. Reporting of new indicators covering status of women and men in economy (access of women and men to resources: land ownership, real estate, information technologies). Update of indicators in line with new trends of labour migration, violence against women.
