Task 1 – Clarification on reporting streams

Task 1 – Clarification on reporting streams Version 1.2 revised according to comments received before and at last meeting of 11 October 2005 No further comments received after the meeting Version 2 for this meeting sent out on 13 February Only one comment from Austria received to date

Changes Minor changes to sections 2.1 and 2.2 2.4 EEA’s needs for data and information Text on MDIAR and DPSIR Background and implementation status of Eionet-Water Representative information on water body, catchment and RBDs and not just of the country as a whole For use in assessments, models and water accounts methodology

Changes Section 2.5 Source of compliance and SOE information will be national monitoring networks Integrated national networks that meet the needs of WFD and other directives? Objective of monitoring from which SOE data is obtained is reported in the meta information

Changes New section 2.6 “Future monitoring in relation to SOE reporting” WFD monitoring networks being designed by MSs Source of SOE data in terms of WFD monitoring depend on design of networks, also data from other networks where appropriate EEA requires data of a wide a range of quality as possible or present to obtain representative information for representative assessments Not for defining WB at risk - MS task Data reporting would ideally be annual though some determinands will be available less frequently because not all determinands will be monitored every year

Task 2 – Review of existing monitoring and reporting guidance Two small comments made before last meeting not yet incorporated (mistake) No comments received after the meeting Page 2, para 1 “ESTAT also describes (to a very limited extent in terms of the state of rivers) its needs in the Joint Questionnaire”. – Propose to delete Status of Nitrates Directive monitoring in Annex 1 New footnote to be added “Non statutory draft guidelines for the monitoring required under the Nitrates Directive (91/676/EEC), March 2003”

Task 3 – Scope of SOER parameters

The selection of monitoring stations to obtain representative information for SOER Types of EEA SOE assessments: State of, and trends in, the water environment following the basic principles of European policies such as the Water Framework Directive and the Marine Strategy   Specific water-related issues Impact of specific sectors on water   Water accounts methodology and indicators

Schematic diagram illustrating relationships between monitoring stations, water bodies and RBDs

Options for selection of monitoring stations/water bodies 1: Criteria for the selection of representative monitoring stations or water bodies (representative, reference, pressure and flux stations 2: Selection of stations using statistical criteria 3: Request all stations included in national monitoring networks

Reporting sheets – 10 for consideration and discussion Concentrations of general physicochemical and hazardous substance determinands in surface waters and groundwaters; Water quantity (withdrawn for reconsideration of methodology) Physical characteristics of monitoring stations and catchment proxy pressure information; Loads of pollutants to surface waters River benthic invertebrate data and data on phytoplankton and other aquatic flora in lakes.

Just the metrics being requested Physical characteristics and proxy pressure meta-data now in a separate sheet (STA_CHA_PRE) as these elements are common to most sheets Why is it needed? Links to specific EEA indicators and assessments

Geographic information – monitoring stations Links to compliance reporting sheets on monitoring for station location through unique site code – need not be reported again for SOE Required for those stations included in SOER but not in WFD monitoring networks
