HHPs under SAICM – What next? Geneva 6 May, 2015

Background HHPs raised at ICCM3 OEWG2 asked FAO, UNEP & WHO to “facilitate a multi-stakeholder process to develop a proposal for ICCM4...” Draft consultation paper circulated 17 April Side event today Your input by 18 May Final paper by end of May

What we have Strong support from all stakeholders for action Several position and discussion papers including from NGOs and Industry National Regulatory Authorities Int’ l Code of Conduct on Pesticide Management Draft JMPM guidelines in preparation

What we have IOMC Toolbox for Decision Making in Chemicals Management WHO Pesticide Evaluation Scheme ("WHOPES") Joint Meeting on Pesticides Residues (JMPR) Joint Meeting on Pesticides Specifications (JMPS) OECD Working Group on Pesticides (WGP) SAICM Quick Start Programme projects on HHPs WHO Classification of Pesticides by Hazard GHS Rotterdam Convention Stockholm Convention Montreal Protocol

What we know The burden of disease from exposure to pesticides is disproportionately high in developing countries Regulatory capacity in developing countries is severely limited The health costs associated with exposure to pesticides in Sub-Saharan Africa between 2005-2020 with no preventive and risk reduction actions would amount to USD 97 billion

What is needed Capacity development among regulators, including regional collaboration Advice and information on alternatives and risk mitigation strategies for HHPs Awareness raising & education on pesticide hazards and risks Implementation of MEAs & voluntary frameworks Inter-sectorial collaboration Address economic factors (discourage HHPs, encourage sustainable approaches) Strengthen health & Environmental monitoring Address self harm from pesticides

Input to the paper Identify initiatives, tools, mechanisms contributing to HHP identification, risk reduction and replacement Engage additional stakeholders What do we agree/disagree/can live with? Measuring progress: Targets/indicators? Maximizing benefits from limited resources Coordination Gaps

Purpose of our discussion To move towards a proposal to ICCM4 that will contribute to meaningful risk reduction from HHPs by 2020
