2 Chemicals Policy and Health (CP&H) Challenges and how to address them In today’s world of globalized product flows, problems related to product safety are no longer restricted to their country of origin. Our world is drawing closer together, not just economically but also on political and environmental issues. As a response the chemical industry has expanded and intensified its voluntary programs for demonstrating responsible handling and marketing of all chemical substances. We are convinced that a balanced combination of regulations and voluntary industry programs is the best way to achieve safe management of chemicals.

3 Chemicals Policy and Health (CP&H) At ICCM-1 (Dubai, 2006) ICCA introduced two voluntary initiatives, » Responsible Care Global Charter (RCGC) and » Global Product Strategy (GPS) The goal is to improve the sound management of chemicals globally All major chemical companies accepted the obligation to put GPS into practice First positive feedback by UN (letter of commendation by Kofi Annan) External review process through ICCM’s (2009 / 2012 / 2015 / 2018) ICCA contribution to SAICM – RCGC and GPS

4 Chemicals Policy and Health (CP&H) GPS – Leverage and build upon existing work Global Product Strategy (GPS) Globally consistent approach that accommodates national, historical, cultural and regulatory differences  Voluntary initiatives Responsible Care ICCA HPV Base Set of Information OECD / SIDS LRI etc.  Regulatory initiatives EU REACH US TSCA US ChAMP Canadian DSL Japan CSR GHS etc.  Cooperation UNEP UNIDO OECD NGOs ICCA internal etc.

5 Chemicals Policy and Health (CP&H) ICCA GPS key messages - By 2020, ICCA will Establish a base set of hazard and exposure information adequate to conduct safety assessments for chemicals in commerce globally. Provide global capacity building to implement product stewardship best practices, especially with SMEs and developing countries. Share relevant product safety information with co-producers, governments and with the public. Work across the value chain so suppliers and customers can effectively evaluate the risks and successfully manage chemicals Make information on chemicals publicly available through GPS IT-portal

6 Chemicals Policy and Health (CP&H) Lessons learned and next steps Perhaps the biggest constraint is the lack of capacity in certain parts of the developing world to effectively manage chemicals. This lack of capacity can take several forms, for example: » lack of appropriate expertise » lack of data and scientific information » lack of resources and » lack of infrastructure ICCA is working with other SAICM stakeholders to address these gaps through capacity building and other relevant initiatives.

7 Chemicals Policy and Health (CP&H) Improve national chemical capacities ICCA advocates for common principles and elements in order to foster greater consistency and transparency in regulatory systems. » Science and risk-based decision making » Leveraging existing information to reduce testing » Transparency and shared responsibility in the value chain GPS was designed to support national, regional, and international chemicals management policy expectations. ICCA views GPS as a best practice example which could serve as a basis for the revision of existing regulations and for the creation of new policies in developing countries.
