Issue An issue can be broken down in to causes and effects, both aspects have component parts (as illustrated above). Marine planning has the potential to intervene in either the cause or the effect or both (depending on the issue). Cause/effect relationships are cyclical. The chain doesn’t end with effects, the effects one issue can be the cause of another. Understanding the relationship will allow us to target policy Talk through the bow tie aspects (the components are defined in later slides)
