Structure Policy Context EU strategy on adaptation to climate change and CSWD on adaptation in coastal areas Brief introduction to the Project Background document Aim Structure 27/10/19 © Fresh Thoughts Consulting

EU Adaptation policy The EU Adaptation Strategy focuses on three key objectives: Promoting action by Member States (encourage all Member States to adopt comprehensive adaptation strategies) 'Climate-proofing' action at EU level Better informed decision-making by addressing gaps in knowledge about adaptation Adaptation policy in coastal zones (Com Staff Working Doc) Better informed decision-making by linking existing databases, e.g. OURCOAST, EMODnet, WIISE-Marine and Climate Adapt Increasing the resilience of the EU territory by developing guidance documents, e.g. on best adaptation practices in costal and marine areas Increasing the resilience of key vulnerable sectors through EU sector mechanisms and including the private sector Strategy encourages actions like promoting NAS, bridging gap in knowledge, focussing on mainstreaming at local level, further developing CLIMATE-ADAPT etc 27/10/19 © Fresh Thoughts Consulting

Project Objective: Provide up to date and well-targeted information aiming to increase, share and disseminate Member States' knowledge about Integrated Coastal Management (ICM) and the linkages with Maritime Spatial Planning (MSP) in a context of climate change adaptation (CCA) in coastal areas. 27/10/19 © Fresh Thoughts Consulting

Background document Aims Stimulate the on-going discussions on ICM and MSP from an adaptation to climate change perspective Provides entry points for climate change adaptation aspects along the policy cycle of ICM and MSP Where possible, it provides practical ‘lessons’ learned from Members States (MS) or pilot projects . Provides a broad picture of how MS can undertake steps to design or improve ICM strategies or MSPs 27/10/19 © Fresh Thoughts Consulting

Background document What it doesn’t! It does not deal with sector specific aspects or which measures are necessary to implement and to address specific ICM/MSP issues. It is not a compliance tool and does not ensure legal compliance with any EU directives or regulations. 27/10/19 © Fresh Thoughts Consulting

7 Step 1: Establishing the legal framework and administrative authority
Step 2: Prepare the groundwork Step 3: Stakeholder Involvement Step 4: Developing the Plan Step 5: Plan Implementation Step 6: Monitoring and Evaluation Step 7: Planning for next phase Strategy/Plan

8 Structure of each chapter
What is this step about? How to achieve this step? Who needs to be involved/mobilised Where to find additional information? 27/10/19 © Fresh Thoughts Consulting

9 Step 1 Establish a legal framework and administrative authority
Task 1: Establish a legal framework – to give legal authority to develop a strategy or plan Task 2: Establish an administrative authority – to determine who is responsible to develop the strategy or plan Analysing existing framework with regard to climate change adaptation Linking legislation to existing, if any, Adaptation Strategies Including Climate experts within Authorities tasked with ICM and MSP 27/10/19 © Fresh Thoughts Consulting

10 Step 2 Prepare the groundwork
Task 1: Define boundaries and timeframe – to delineate spatial and temporally the borders of the strategy/plan Task 2: Define principles and set the vision – the establish an overarching framework on what needs to be achieved Task 3: Define the baseline and future scenarios – to understand the current state and potential future of coastal and marine areas in the context of climate change in order to focus efforts Task 4: Define operational objectives - to be able to measure and assess results Shifting boundaries due to climate change Implications of future scenarios on human activities on land and sea Including CCA principles Including CCA objectives Climate data 27/10/19 © Fresh Thoughts Consulting

11 Step 3 Stakeholder Involvement
Task 1: Identify Relevant Stakeholders – to understand which actors to involve Task 2: Carry out stakeholder consultations – to include stakeholder viewpoints at each planning stage Identify the people most affected by climate change Identify all future stakeholders in light of future climate change Working with stakeholders on future scenarios on land and sea taking into account climate change and adaptation needs 27/10/19 © Fresh Thoughts Consulting

12 Step 4 Develop the Strategy and/or Plan
Task 1: Develop the plan to allocate economic activities – to identify how to zone different coastal and marine uses Task 2: Identify and select management options and measures – to achieve the defined objectives Task 3: Obtain funding – to ensure management options and measures can be carried out Task 4: Formalize and Approve the strategies and plans – to bring together all the previous steps and summarize into a document and carry out an impact assessment of activities Anticipatory or Dynamic Zoning EU funding available for adaptation work Types of CCA measures Criteria for selecting measures Tools on how to include CCA in assessing the final plans Including CCA in criteria for funding projects 27/10/19 © Fresh Thoughts Consulting

13 Step 5 Implement and enforce
Task 1: Implement the strategy or plan – carry out the intended management options and measures Task 2: Ensure compliance Task 3: Enforce the strategy or plan How implementing bodies can support implementation of CCA activities under ICM and MSP Tailoring compliance provisions to climate change adaptation objectives 27/10/19 © Fresh Thoughts Consulting

14 Step 6 Monitor and Evaluate
Task 1: Develop the performance monitoring programme – to allow the strategy or plan to be evaluated Task 2: Evaluate the accuracy of monitoring data – to improve the monitoring system Task 3: Report results of the performance evaluation - to allow for future adjustments based on results Including climate change in coastal and marine monitoring systems Relevant indicators to monitor climate change impacts on environment and on economic activities Indicators to monitor achieving climate related objectives 27/10/19 © Fresh Thoughts Consulting

15 Step 7 Steps towards a new management cycle
Task 1: Reconsider and redesign the coastal and marine management approach – to allow the strategy or plan to be evaluated Task 2: Identify the gaps and areas of improvement Task 3: Start the next round of coastal and marine planning Re-evaluating plan based on new scientific data on climate change Assessing gaps, if any, with ICM and MSP and climate related strategies 27/10/19 © Fresh Thoughts Consulting

18 Questions for the Breakout Session
Should we stay with the structure of the document? What should be added, dropped, changed? What are the main elements from a climate change adaptation perspective that should be included in the document? Which of the proposed steps in the document is most crucial for getting climate change adaptation mainstreamed into ICM/MSP. Are there examples of how you would include climate change adaptation in each of the steps? Any other comments 27/10/19 © Fresh Thoughts Consulting
