VISION A caring and integrated system of social development services that facilitates human development and improves the quality of life 26 April 2019

MISSION To ensure the provision of comprehensive social protection services against vulnerability and poverty within the constitutional and legislative framework, and create an enabling environment for sustainable development. The department further aims to deliver integrated, sustainable and quality services in partnership with all those committed to building a caring society 26 April 2019

Social Security, Policy and Planning Develop, coordinate and facilitate the implementation of policies and strategies, and facilitate financial planning for social security in line with the national macro-economic goals and developmental objectives. Relevance to Children’s Bill: right of access to social security as early intervention services, including foster care and Court ordered kinship care and care dependency grant for children with disabilities Extension of the Child Support Grant Increased up-take Child Support Grant : approximately 5 million child beneficiaries on 19 August 2004 Foster care grant: 227 861 child beneficiaries on 19 August 2004 Care Dependency grant : 82 257 child beneficiaries on 19 August 2004 Social security Agency: Improve grant admin & service delivery 26 April 2019

Welfare Service Transformation Facilitate transformation of developmental social welfare services to vulnerable individuals, households and communities. Development and implementation of new policy on financial awards to NGOs and CBOs rendering welfare services Development, costing and implementation of Welfare Services Delivery Model Development and implementation of retention strategy for social workers and improvement of conditions Salaries of social service professionals Capacity development programme for social service professionals The Children’s Bill legislates for the designation and funding to designated child protection organisations and social service professionals 26 April 2019

Children, Families and Youth Development Objective:Ensure the protection and empowerment of vulnerable children, youth and families. Outputs for Children also provided for in the Children’s Bill: Promotion of children’s rights Child Protection Strategy to Combat Child abuse, Neglect and Exploitation Computerized Child Protection register Accurate Child Adoption Register 26 April 2019

Children, families and youth Development cont. Manage inter country adoptions services Render International Social Services Develop and ensure implementation of policies and programmes to protect and promote the well being children especially those who are in difficult circumstances Develop and ensure implementation of policies to regulate alternative care- residential care and foster care Develop Policy to regulate the establishment and management of Early Childhood Education Develop family policy Ensure Capacity building Facilitate Monitoring and evaluation The Bill makes provision for the improvement of service delivery with regard to all of the above sub objectives 26 April 2019

Poverty Alleviation Develop, implement and monitor strategies for poverty alleviation, undertake community development programmes and support non profit organisations: Support existing poverty relief projects Develop and ensure implementation of the poverty relief strategy for Social Development Rendering registration and capacity building services to not for Profit organisations Manage the Food emergency programme Manage and ensure implementation of Expanded Public Works Programme especially the Home community based care and support and ECD objectives of the programme Poverty alleviation is covered in the preventative and early intervention services chapter in the Children’s Bill 26 April 2019

HIV&Aids Objective :Develop policies, strategies and programmes aimed at mitigation the Social impact of HIV and Aids. - Provision of child and family welfare services, psychosocial support and statutory services. Provision of different options of alternative care for children infected and affected by HIV/AIDS Provision of nutritional support and addressing other material and psychosocial needs of people living with AIDS and their families Strengthening and supporting the network of community based and Not For Profit organizations to facilitate the rollout of home community based care and support Monitor, evaluate and undertake research to explore successful methods of care and support to people infected with and affected by HIV and AIDS The Bill recognizes the plight of children who are infected and affected by HIV and AIDS e.g it legislates for child headed households, testing and treatment of children for HIV/AIDS, drop in centres, partial care, kinship court ordered kinship care. 26 April 2019

LEGISLATIVE AND OTHER MANDATES The national Department of Social Development currently administers the following laws or part thereof: Aged Persons Act, 1967 (Act No. 81 of 1967); Fund-raising Act, 1978 (Act No. 107 of 1978); Social Service Professions Act, 1978 (Act No. 110 of 1978); Child Care Act, 1983 (Act No. 74 of 1983); Probation Service Act, 1991 (Act No. 116 of 1991); Prevention and Treatment of Drug Dependency Act, 1992 (Act No. 20 of 1992); Social Assistance Act, 1992 (Act No. 59 of 1992); Non-profit Organisations Act, 1997 (Act No. 71 of 1997); Welfare Laws Amendment Act, 1997 (Act No. 106 of 1997); National Development Agency Act, 1998 (Act No. 108 of 1998); and Advisory Board on Social Development Act, 2001 (Act No. 3 of 2001).   26 April 2019

Policy and legislative mandates In addition, the White Papers for Social Welfare (1997) and Population Policy (1998) provide the policy framework for the Department’s work. The Constitution also informs the work of the Department. Notably, Section 27 (1) (c) of the Constitution provides for the right of access to appropriate social assistance to those unable to support themselves and their dependants. Section 28 (1) enshrines the rights of children with regard to appropriate care; basic nutrition; shelter; health care and social services; and detention.   26 April 2019
