OVERVIEW Masilonyana Local Municipality has a population of 60 081 and covers an area of 679 725.2 ha with unemployment rate of 38.8% The following is a depiction of wards spread per town: Town Wards Number Theunissen/ Masilo 3,6,7,8 and 9 5 Brandfort/ Majwemasweu 1,2 and 10 3 Winburg/ Makeleketla 4 and 5 2 Virkeerdevlei/ Tshepong `3 1

2. Background The Department of Arts and Culture in partnership with Free State Department of Sport, Art, Culture and recreation entered into an agreement to upgrade the house of Mme Winnie Madikezela Mandela and turn it into an educational multipurpose centre and a museum Masilonyana Local Municipality as the beneficiary would play a pivotal role of oversight and facilitate Public Participation Programme was initially supposed to start late in November 2013

3. Challenges The appointed contractor (DM-DMZ construction) was supposed to start with renovations in November 2013, He occupied site without any formal introduction to the municipality. The community did not welcome this positively, The contractor abandoned site and left incomplete works. The premises was vandalized as a result of unavailability of security on the premises.

4. New Developments From June/2017 there have been meetings between DSACR, DAC, LDM and MLM. Work on the project commenced from Mid December ,registering the following milestones: Fencing of the yard, 24 Hours on site security, Guard House A TOILET Security is provided by a locally based security company. (13 Job opportunities)

6. Public Participation Public participation on the project needs to be strengthened. All the 3 Ward Councilors in Brandfort will be having this project as a standing item in their respective ward community meetings. We have also put the programme on our IDP to ensure its sustainability moving forward. The week 26 February – 2 march 2018 will be dedicated to public participation across four towns of masilonyana

7. Inputs from MLM MLM has started the process of cleaning the area around the museum Mlm would like to see this place as a tourism attraction centre and assist in Local Economic Development The municipality has proposed assistance with the following: - Old soccer ground being turned into a multi-purpose center, Erecting of stalls for street vendors, Greening and beautification on the face of the centre with parking lots. Provision of a 24 Hour security to the center. A proper maintenance plan be put in place. Both National and provincial departments do not undermine public participation
