The 36th General Meeting of EuroGeoSurveys Held in Brussels, Belgium: 25th – 26th March 2014 EGS-OAGS Workshop on Europe-Africa Geoscientific Cooperation : 27th March 2014

Summary of OAGS presentations The President of OAGS, Dr. Gabi Schneider, introduced OAGS (Active members, Mission, Mandate, Vision, Value and Objectives) on the Directors Workshop; A OAGS statement (Dr. Gabi Schneider): OAGS welcomes the initiative for geoscientific cooperation; OAGS AND EGS are equal partners in this feasibility study and/or any future projects; Ownership and release of data must reside with individual African Countries; Confidentiality agreements should be signed; African geological data held by previous colonial countries to be made available to relevant African countries;

African Geological Surveys and African consultants to be allowed to bid for future EU tenders for mapping projects and other geological work in Africa under the auspices of the planned geo-scientific cooperation; e Capacity building programme should include working in collaboration with African Universities and other African institutions

Draft report on Geoscientific knowledge and skills in African Geological Surveys (cont.) Main Comments: On the EGS exposed activities and suggestions, a lot of work has been done with help of UNESCO, AEGOS, GIRAF and other organizations. If everything has not yet been fully implemented, it is due to FINANCIAL and POLITICAL problems (Prof. Aberra Mogessie - GSAf)); “Just 2% of publications are from African scientists, but this data does not mean that in Africa people do not work. The problem is that the European or other foreigner earth scientists working on an African project ignore their African counterparts and do not include them as co-authors in their publications. This has to change in the future” (Prof. Aberra Mogessie); If we want to provide Africa with appropriate skills the key is strengthening Earth sciences education and training in universities and schools (Mr. Felix Toteu – UNESCO);

Main Comments (cont.): AMDC supports the implementation of the Africa Mining Vision by working with Member States including government and other stakeholders to define Country Mining Visions which then feed into policy, legislation, regulation, and practices (Mr. Jeremy Webb – AMDC); Europe has mineral resources and significant geological expertise, but noted that Africa has different geological, institutional, and development settings in many cases. Technical cooperation needs to take these things into account ensuring African geology and mineral information systems help support wider development (Mr. Jeremy Webb – AMDC);

Resources to move forward the Pan-African Projects could come from (Dr. Gabi Schneider, Mr. Demicheli and Mr. Graniczny): the European Commission; the World Bank initiative in overlapping topics, and the possible income coming from OAGS-EGS Surveys Main Comments: The World Bank is open to a collaboration but if it is in the same direction as AMGI supported by World Bank (Paulo de Sá – World Bank); There is a need of support and cooperation between countries;

Suggested Actions: 1 – Training courses in Africa to be proposed in the Pan-African project will build on the personnel and skills already in operation further to earlier internal and/or cooperation capacity building programmes; 2 - EGS and UNESCO will work together to harmonize the training courses; & 3 - Improvement of the report.
