Office of Workforce Investment “Mission” OWI implements an integrated national workforce investment system (the One-Stop system) Workforce system supports economic growth and provides workers with information, advice, job search assistance, supportive services, and training needed to get and keep good jobs. OWI and the workforce system also help employers find and hire skilled workers OWI provides oversight of governance and service delivery for programs delivered through the workforce system The workforce system is funded through the Workforce Innovation and Opportunity Act (WIOA)

An Integrated Workforce System “Vision” Workforce system strives to be quality-focused, employer-driven, customer-centered, and tailored to meet the needs of regional economies Designed to increase access to services individuals need to succeed in the labor market, particularly those with barriers to employment Aligns workforce development, education, and economic development programs with regional strategies to provide a comprehensive, accessible and high-quality workforce development system

SCSEP Alignment with OWI Mission & the Workforce System SCSEP is a required partner of the workforce system OWI’s Division of National Programs, Tools, and Technical Assistance administers SCSEP SCSEP is the only federally funded employment and training program designed for older adults specifically for those with barriers to employment SCSEP contributes to OWI’s mission by providing employment and training opportunities to older workers

What is the Public Workforce System? System private industries use to manage their workforce Network of federal, state and local offices that supports economic expansion & develops workforce talent System that federal human resources offices use System administered by U.S. Department of Workforce Systems

Workforce Partnerships WIOA requires more coordination and collaboration between the one-stop system and required partners than the Workforce Investment Act Management of the workforce system is shared responsibility of states, local boards, elected officials, core WIOA partners, required partners like SCSEP, and one-stop operators Partners work together by developing state, regional, and local plans; developing local Memoranda of Understanding (MOUs); and delivering services through the one-stop centers

SCSEP Accomplishments What Have We Achieved?

SCSEP Accomplishments In its 53 years, SCSEP has served over one million older adults In the past ten years SCSEP has transitioned over 110,000 participants into unsubsidized employment In the past ten years SCSEP participants have provided 425 million hours of community service, worth an estimated $9 billion to their communities
