2 What is WIOA? ONE in SIX adults has low literacy skills!
Brings many state, regional and local agencies together to share resources and opportunities for those served … to build a job-driven approach to training and skills development. Adult Education WorkForce WV Vocational Rehabilitation DHHR (unless the governor opts out) Local Workforce Development Boards Community Colleges Non-profit organizations State and Local Officials State and Local Businesses To provide the 36 million low skilled Americans an opportunity to raise their skills so they can be active, contributing members of society.

All CORE partners now report on common outcomes … using the same definition, so that results can be easily compared Partners (state, regional, local) work together to ensure the success of participants by addressing barriers WIOA is a Partnership WIOA

4 Title II Adult Ed and Family Lit Act
High school completion / HSE is NOT an end in itself, but a means to further opportunities and self-sufficiency WIOA aims to increase access to and opportunities for employment, education, training, and support services. The act explicitly recognizes the need to coordinate services in order to create a full system of education and training for adults with barriers to employment. WIOA

6 Title II Adult Ed and Family Lit Act
Families and Communities … Emphasizes the role that adult education and literacy plays in supporting the educational and skill achievement of parents and family members to participate in education development of their children and improve economic opportunities for families. English Language Learners (ELL) … WIOA adds mathematics to the scope of services, and expands the focus of the ELLs by adding civics education and workforce training. Institutional Education … Encourages investments in and innovative programming for the educational and career advancement of incarcerated individuals. WIOA

7 Key Terms Participant… An individual who receives 12 or more contact hours of service. Period of Participation ... The period beginning each time a participant enrolls in adult education and obtains at least 12 contact hours. A participant may have more than one period of participation during a program year During PY approximately 500 participants had two periods of participation. Approximately 10 had more than two. Measurable Skill Gain (MSG) … The measure used to demonstrate participants'’ progress toward achieving a credential or employment. For adult education programs, the NRS includes two ways participants can demonstrate MSG: 1) EFL gain 2) receipt of a secondary credential

8 Key Terms Employment Measure … Follow-up measures that indicate the percentage of participants employed either a) in the second quarter after program exit, or b) during the fourth quarter after exit. Median Earnings... The midpoint between the highest and lowest wage earned for all participants who are in unsubsidized employment in the second quarter after exit. Secondary Credential Attainment… The percentage of participants that obtained a secondary credential while enrolled or within one year after exit and a) obtained employment within one year of exit; OR b) entered postsecondary education within one year of exit.

9 Key Terms Postsecondary Credential Attainment … The percentage of participants that obtained a recognized postsecondary credential while enrolled or within one year of exit. Integrated Education and Training (IET) ... A service approach that provides adult education and literacy activities concurrently and contextually with workforce preparation activities and workforce training for specific occupations for education and career advancement. Educational Functioning Level… Participant educational level, as determined by pre- and post-testing using an OCTAE approved assessment. There are 4 levels for adult basic education (ABE); 2 levels for adult secondary education (ASE); and 6 levels for ESL.

10 Key Terms Employed … The participant, at program entry, (a) is currently performing any work at all as a paid employee, (b) is currently performing any work at all in his or her own business, profession, or farm, (c) is currently performing any any work as an unpaid worker in an enterprise operated by a member of the family, or (d) is one who is not working, but currently has a job or business from which he or she is temporarily absent because of illness, bad weather, vacation, labor-management dispute, or personal reasons, whether or not paid by the employer for time-0off, and whether or not seeking another job. Employed, but Received Notice of Termination of Employment or Military Separation is pending … The participant, at program entry, is a person who, although employed, either (a) has received a notice of termination of employment or the employer has issued a Worker Adjustment and Retraining Notification or other notice that the facility or enterprise will close, or (b) is a transitioning service member (i.e. within 12 months of separation of 24 months of retirement). Not in labor force … The participant, at program entry, is not in the labor force (i.e. those who are not employed and are not actively looking for work, including those who are incarcerated). Unemployed … The participant, at program entry, is not employed but is seeking employment, makes specific effort to find a job, and is available for work.
