Autism Self Assessment Framework Public Health England

Who we are Amy Kay Luton Council Jane Moakes Central Bedfordshire Council Ruth Klawza, East London Foundation Trust We understand that it can be difficult to express what help you need. If someone else knows you really well we want them to be involved too.

What is the Self Assessment Framework for Autism and what does it do? It’s about collecting data and information on all the services that people with Autism use in Bedfordshire. Using this information to better understand and plan for services in the future that will meet your health and social care needs. We understand for individual's with autism; meeting new people or visiting new places can , for some, be difficult. By offering a variety of means to complete an assessment we can work in a way that best suits an individual.

What information is collected? Information around how we plan the services that you use for example how we use the Autism Act 2009. How many front line staff are trained specifically in working with people with Autism. Information about how many people are using NHS and social care services and the level of support being provided. Information about how we work with other agencies including Bedfordshire Police and Employment Services.

Diagnosis Information is collected about: The number of people with autism who are helped to receive support and how long it takes for people to receive the help they need. How services meet different people’s needs, for example, people with autism as well as those who also have a learning disability or also have a mental health condition. We understand that it can be difficult to express what help you need. If someone else knows you really well we want them to be involved too.

Care and Support The SAF asks us to report: The number of people with autism who are eligible to receive social care. Whether we have a single contact point where people with autism can get information and signposting. Whether all advocates working with people with autism are specifically trained. Whether carers of people with autism are offered a social care support assessment.

Staff Training The SAF asks us to report on: The local authority training plan The staff who have Autism training available to them Are people that have Autism or their families included in the design of the training?

What we learnt from the 2018 SAF: The good The Tri-borough Autism Partnership Reasonable adjustments are being made at council services/ transport and leisure Transition services Diagnostic pathway, no one diagnosed outside of Bedfordshire

What we learnt from the 2018 SAF: Could be better Data collection on Autism is different across Bedfordshire councils. Further use of reasonable adjustments in health and community. Better work with Bedfordshire police. Autism training plans. No court engagement. No autism specific SALT. Hate crime statistics specific to Autism. Training to appropriate adults

How does it compare to the 2016 SAF? Lead Manager roles Access to Psychology Access to Mental Health Services Transforming Care initiatives

How does it compare to the 2016 SAF? Training planning and speciality subjects such as over 65 and women with Autism Employment support Data collection was harder to rely on Data- big differences in results for our local area. Perhaps because of staff changes or system changes

Areas to focus on improvement Have good data collection across Bedfordshire. Personalised care. Use data to inform strategic decision making. Autism specific housing strategy and plans. Working with Bedfordshire Police. Working with wider Criminal Justice System.

Recommendations Using this information to better understand and plan for services in the future that will meet health and social care needs. Strategy Action Plan More consideration to support for people who have Autism without a Learning Disability. Increased developments for specialist Autism support for people over 65, Women and BME groups.

What we need to do today Part of the SAF is to ask the Autism Partnership Board to sign off the documents. There are copies of each council area’s SAF available. Will you agree to sign off the SAF? Workshop session will explore questions in smaller groups.
