The emphasis is to conduct independent manpower analysis that forms the honest baseline(ie. Signal) from which planning & programming decisions can be made. NAVMAC’s vision for the future is “We will be the driving force behind Sea Warrior Human Capital transformation and alignment of our processes with industry “best business practices”. Actual Mission Statement: Per BUPERSINST 5450.49B (6 AUG 01), NAVMAC’s Mission is to: Develop and document manpower requirements for all fleet activities within the Navy Provide direct support to CNO in managing the Navy Manpower Requirements program Provide manpower requirements determination support for the Navy’s acquisition programs and initiatives Administer the officer and enlisted occupational classification structure Provide technical consulting services in all areas of manpower management to manpower managers, claimants and OPNAV sponsors Provide functional management support for assigned manpower Automated Information Systems Provide direct support to CNO to enforce policy or provide additional technical guidance to achieve objectives of Total Force manpower management NAVMAC provides manpower analysis to determine billets and skills for the Navy…we are integral players in sending the right demand signal.

Functional Management Office Responsibility Goal: Validate manpower business processes in Information Systems (IS) to ensure production of proper manpower documents Current Manpower Information Systems (IS) Activity Manpower Management (AMM) Total Force Manpower Management System (TFMMS) Program Of Record (POR) Deployed last October Manpower Requirements Determination (MRD) – Fleet Navy Manpower Requirements System (NMRS) (POR) Navy Occupational Classification System Support (NOCSS) No POR Processes: Conduct assessments on Information System (IS) procedures and documents Document, validate & manage manpower business requirement functionality for IS Position Management - Functional Review Board (FRB) Administration Business Requirement Documents (AMM-BURT v1.1, FMRD-BURT v1.2, NOCSS-BURT v1) Configuration Management Configuration Control Board (CCB) Administration Coordinate functional testing and reviews Information System User Accounts (SAAR) Represent users in IS governance processes Governance Reviews (FAM, FISMA, Budget Processes) Coordinate governance changes to the IS with Stakeholder Organizations Maintain data reliability in IS Data Management Administration (Data Steward – Validate System Tables, Interfaces, Meta-data, Security Levels) Not FMO responsibilities Does not conduct program modifications or operate the system - SSC NOLA responsibility Does not own the manpower data – business process owners (e.g. BSOs/N122/NAVMAC/CNRFC) NAVMAC’s official mission statement is the following: To develop and document manpower requirements for all fleet activities within the Navy; to provide direct support to Chief of Naval Operations (CNO) in managing the Navy Manpower Requirements Programs; to provide manpower requirements determination support for Navy’s acquisition programs and initiatives; to administer the officer and enlisted occupational classification structure; to provide technical consulting services in all areas of manpower management to manpower managers, manpower Budget Submitting Offices (BSOs) and OPNAV sponsors; to provide functional management support for assigned manpower Automated Information Systems; provide direct support to CNO central authority to enforce policy or additional technical guidance needed to achieve objectives of total force manpower management, and to perform other such functions and tasks as may be assigned by higher authority. NAVMAC expertise falls into the following functional areas: Administration of Navy’s Skill, Job, and Occupational Standards programs Administration of Navy’s centralized fleet manpower requirements determination program Navy Manpower Program management, assessment and consulting Functional management of Navy’s Manpower Information Solutions NAVMAC expertise ensures proper classifications of military occupations through comprehensive job and occupational standards. It also ensures accurate and timeliness of fleet manpower requirements, thus establishing the foundation for fleet readiness reporting. Finally, NAVMAC expertise ensures appropriate total force manpower demand planning signals through the development, recommendation, and application of corporate manpower policies and guidance. NAVMAC provides sufficient depth and breadth of knowledge to conduct comprehensive manpower and occupational assessments, as well as design and deploy appropriate interventions and solutions.
