Enabling Social Value in contracts – outcome based commissioning Aidan Dunn Head of Procurement October 2016

Public Services (Social Value) Act 2012 Social Value seeks to maximise the additional benefit that can be created by procuring or commissioning services, above and beyond the benefit of merely the services themselves.

Context: The changing role of Local Government Expectations of Local Government Funding model Evolution of role: provider - commissioner - influencer The Social Value act is a powerful tool to help us achieve our objectives.

Social Value – the ‘Suffolk context’ Best Value / Social Value, our corporate objectives:- To raise Educational attainment and skills Levels; To support the Local Enterprise Partnership (LEP) to increase economic growth; To maintain roads and develop infrastructure; To support those most vulnerable in our communities; and To empower local communities. Our Key Priorities:- Economic Growth Environment Creating the Greenest County; and Health, Wellbeing and Safety. Annual spend on goods, services and works approx. £460m

Outcomes we need to secure Economic Growth Improve local skills Reduce unemployment Strengthen local supply chains Environment Reduction of carbon emissions Sustainable transport Improve environmental awareness Health, Care and Safety Reduce health inequalities Build community resilience and social integration Improve Educational attainment

Can we use the Social Value act to support community groups, voluntary organisations and social enterprises to win Public Sector contracts?

but, we need to be proportionate Social value can be achieved from all commissioning but…. Relative to value and complexity; Deliver tangible and measurable benefit; Not place onerous requirements on provider or council.

Top tips for prospective providers Respond positively to competitive opportunities; Get involved with market engagement events; Understand the requirements laid out in our service specification and deliver against them; Offer innovative solutions to specified requirements and Social Value needs; and Have a genuine and demonstrable interest in the environmental, economic and social wellbeing of the county of Suffolk.

Conclusion From a SCC perspective: The Social Value Act is a powerful tool to help us achieve our objectives. From Social Enterprise perspective: SV act can be an enabler to help Social Enterprises win public sector contracts We need to work together to achieve the best outcomes for Suffolk.
