SADC WRC-15 Preparatory Meeting AGENDA 1.2 Mobile Service in the band 694 –790 MHz 14 September 2015

Frequency Bands Under Consideration 694 – 790 MHz (700 MHz or DD2) – Under consideration for use by the mobile service.

Relevant Resolution Resolution 232 (WRC-12) - Use of the frequency band 694-790 MHz by the mobile, except aeronautical mobile, service in Region 1 and related studies

Background (1/2) Resolution 232 (WRC-12) resolved to allocate the frequency band 694 – 790 MHz to the mobile, except aeronautical mobile service on a co-primary basis and identify this band for IMT; the allocation is effective post 2015. This agenda item will determine the technical and regulatory conditions for use of the 700 MHz band such as lower band edge, Out Of Band Emission (OOBE) limits, the protection of existing services, etc. This agenda item addresses four issues: Issue A: Options for the refinement of the lower edge. Issue B: Technical and regulatory conditions applicable to the mobile service concerning the compatibility between the mobile service (MS) and the broadcasting service (BS).

Background (2/2) Issue C: Technical and regulatory conditions applicable to the mobile service concerning the compatibility between the MS and the aeronautical radionavigation service (ARNS). Issue D: Solutions for accommodating applications ancillary to broadcasting requirements.

Recap of Agreed Positions - Issue A: Refinement of the Lower Edge Method A - Option 1 Modification of RR Article 5 to insert the allocation to the mobile, except aeronautical mobile, service in the frequency band 694-790 MHz in Region 1 on a primary basis, technical and regulatory conditions apply as in one of the methods for Issue B and in the Method(s) of Issue C, to be decided by WRC-15, based on the results of the studies performed by the ITU-R. Modification of RR No. 5.317A to extend the identification of IMT in Region 1 down to 694 MHz. Consequential modification of RR No. 5.312A to reflect the decisions of WRC-15 for Issues B and C, as appropriate. For the modification of footnotes 5.317A and 5.312A, modification of Resolution 232 (WRC-12) by WRC-15.

Recap of Agreed Positions - Issue B: Technical and regulatory conditions applicable to the MS concerning the compatibility between the MS and the BS Method B1 The GE06 Agreement applies. Administrations may take measures to provide a set of technical conditions applicable to IMT UE to protect the BS below 694 MHz, on a local, national or regional basis. Based on the results of the studies, ITU-R may develop the following Recommendation(s) to ensure their harmonization, including: Revision of Recommendation ITU-R M.1036 so as to include harmonized frequency arrangements for 700 MHz in Region 1. New ITU-R Recommendation to specify the limit of OOBE of UE in the 700 MHz frequency band, as appropriate.

Recap of Agreed Positions - Issue C: Technical and regulatory conditions applicable to the MS concerning the compatibility between the mobile service MS and the ARNS. Neither SADC nor its neighbors have an ARNS allocation in the frequency range 470-862 MHz. As a result, this issue is of no relevance and will not be addressed further.

Services Ancillary to Broadcasting (SAB) support the activities of broadcast service companies carried out in the production of their programme material. Services Ancillary to Programme making (SAP) support the activities carried out in the making of 'programmes', such as film making, advertisements, corporate videos, concerts, theatre and similar activities not initially meant for broadcasting to general public.

To accommodate the operability of the frequency band for applications ancillary to broadcasting and programme-making, an identification of the band 694-790 MHz should be done by a new footnote. Method D2 In order to accommodate the operability of the frequency band 694-790 MHz for applications ancillary to broadcasting and programme-making, a WRC Resolution needs to address the issue taking into account the process described in Resolution ITU-R 59.. Services Ancillary to Broadcasting (SAB) support the activities of broadcast service companies carried out in the production of their programme material. Issue D: Analysis of the methods Essentially all the methods D1, D2 and D3 are similar, with D3 being the foundation. D1 is the same as D3, except that it allows countries to use SAB/SAP in their borders, in the frequency range 694 – 790 MHz, through a footnote D2 is the same as D3, except that it allows the use SAB/SAP, in the frequency range 694 – 790 MHz, through a Resolution. D3 does not talk about using SAB/SAP in the range 694 – 790 MHz, so essentially SAB/SAP will be limitted to the band below 694MHz Services Ancillary to Broadcasting (SAB) support the activities of broadcast service companies carried out in the production of their programme material. Rapporteurs Comments The allocation of 700 MHz to Mobile Service and its IMT identification was driven by Africa at WRC-12. The 700 MHz frequency band allows for the cost effective implementation of IMT in particular for coverage over large areas with low population densities, which is ideally suited for use within Africa. There is an immediate need for the use of the 700 MHz band and Member States should exercise caution in adopting or supporting proposals that will delay the use of this band or align SADC with a marginal device ecosystems. A new ITU-R Recommendation specifying the OOBE level (-25 dBm/8MHz) applicable to IMT user equipment operating in the band 703-733 MHz has been forwarded to the RA. SADC Member states are urged to support the adoption of this recommendation.
