“WFD &Hydro-morphology” MANDATE AND ORGANISATION OF THE WORK Brussels 28 March 2006 Gilles Crosnier Gilles.crosnier@cec.eu.int European Commission, DG Environment Unit D.2 – Water and Marine, WFD Team

Main objectives of the activity Extent of the hydromorphological pressures and impacts resulting from human activity Identification of the potential areas of conflicts between the policies Recommendations for reconciliation using existing or new instruments and measures Focus on navigation, hydropower and flood protection in phase I (2006)

2 different types of approach A technical activity targeted at the identification of good practice in relation to restoration and mitigation measures A political activity targeted to policy recommendations for a better integration between the different policies Both activities are co-ordinated by the strategic steering group

Work organisation UK-GE lead the technical activity EC (DG ENV with the support of DG TREN) leads the policy activity Proposition to constitute 2 drafting groups to assist the leaders Validation of the papers by the plenary steering group before endorsement by the Water Directors

Schedule 7 March, first meeting of the steering group March- 15 April: first drafts by the 2 drafting groups May-June: presentation of the drafts to the SCG and the WD Summer: draft of the 2 final reports 7 September: validation of the 2 final reports by the SSG October-November: presentation and endorsement of the final reports by the WD

Articulation with your expert group Review of the draft papers regarding flood aspects in May June If needed, presentation of the final reports in your next meetings

EU funding opportunities 2007-13 (RD+SCF+LIFE+) In principle, many actions are potentially eligible In practice, they need to be considered in the national priorities/operational programmes No earmarking of funds by EC, the programmes will reflect the national choices LIFE + can fund pilot/demonstration projects
